Flood Protection Incentive Program
The Flood Protection Incentive Program (FPIP) is a local, annually budgeted, flood mitigation program for at-risk property owners. The goal of the program is to assist individual homeowners in improving the level of basic flood protection, thus reducing the need for emergency measures. The program has an annual budget of $100,000, and once the annual budget has been depleted the program will be suspended until the next budget year.
- Program maximum per property is capped at $12,000.00.
- This program is not intended to provide protection to certifiable levels or to remove property from the regulatory floodplain. Homeowners who participate in the program will not be eligible for removal from the flood plain.
- Property owners who meet the location eligibility criteria adjacent to Red River, a coulee, or unprotected legal drain (on the primary protection line) may competitively apply for the program. Please refer to the application's Program Guidance section for detailed stipulations.

Please read it thoroughly and pay special attention to the asterisks and notes sections. All specific qualifications must be met before an application can be processed, and applicants will be directly contacted and mentored throughout the FPIP process.
