FARGODOME Authority - September 25, 2017 Minutes

A regular meeting of the Fargo Dome Authority was held on Monday, September 25, 2017 at 3:30 p.m. in the FARGODOME Conference Room with President David Suppes presiding.

Members present: President David Suppes, Blake Nelson, Dan Armbrust, Nancy Jordheim, Troy Goergen, Michael Ellingson and Darrell Vanyo.
Members absent:
Others present: Sarah Tabery, Director of Marketing and Sales – FARGODOME; Susan Thompson, Director of Finance – FARGODOME; Bernie Larson, Assistant General Manager – FARGODOME; Amanda Muellenbach, Administrative and Auxiliary Services Manager - FARGODOME and Rob Sobolik, General Manager – FARGODOME.
Media present: None

President David Suppes called the meeting to order at 3:33 p.m.

Rob requested to add a discussion on a Memorandum of Understanding between the Red River Radio Amateurs Group and the FARGODOME to the agenda under Additional Items.

David requested to add a discussion on Tailgating to the agenda under Additional Items.

Michael Ellingson made a motion, seconded by Nancy Jordheim, to approve the agenda of the September 25, 2017 Fargo Dome Authority meeting as amended. Motion carried.
Blake Nelson made a motion, seconded by Troy Goergen, to approve the minutes from the August 29, 2017 Fargo Dome Authority meeting. Motion carried.

Rob Sobolik presented the General Manager’s report as follows:
• Year-to-Date Net Income through August 2017 is stated at $385,355 which is a positive variance (to budget) of $78,531.

• Upon review, Blake Nelson made a motion, seconded by Michael Ellingson, to approve the August 2017 financial statements as presented.
On call of the roll, Armbrust, Ellingson, Goergen, Jordheim, Nelson, Suppes and Vanyo voted aye.
Absent and not voting: None.
The motion was declared carried.

• Past Events: NDSU Football vs. Mississippi Valley State on September 2, 2017. Lisbon Youth Football on September 17, 2017. NDSU Football vs. Robert Morris on September 23, 2017.

• Upcoming Events: NDSU Engineering & Tech Expo on September 26-28, 2017. NDSU Football vs. Missouri State University on September 30, 2017. The Big One Art and Craft Fair on October 13-14, 2017. FM Athletics Youth Football on October 15, 2017. NDSU Football vs. Western Illinois on October 21, 2017. FM Athletics Youth Football on October 22, 2017. Dirty Dancing on October 25, 2017. NDSU Football vs. University of Northern Iowa on October 28, 2017.

• Comments on Past Events: Nothing to report.
Troy Goergen presented the Fargo Dome Authority Building and Finance Committee report. The Fargo Dome Authority Building and Finance Committees met on Wednesday, September 20, 2017. Items discussed included:

• August 2017 Financial Statements: The August 2017 Financial Statements were
approved by the Finance Committee at the meeting on September 20, 2017.

• Project Updates:
- Handicap Seating Expansion: Rob noted that the handicap seating expansion project in the NE and SW corners is complete. After the first NDSU Football game, the feedback for the expansion and surrounding seating and sightlines was generally positive. The plan is to move forward with a similar expansion project in the NW and SE corners with a slightly modified design. This item will be further discussed at upcoming meetings.

- Convention Center Update: Rob stated that he will be working with the City and Springsted to review sales tax receipts to better understand the bonding capacity for the potential project. A general discussion ensued.

Troy Goergen made a motion to approve the Building and Finance Committee report as presented.

Additional Items:
• Memorandum of Understanding between the Red River Radio Amateurs and the FARGODOME: At the June meeting, the Authority reviewed a request from Red River Radio Amateurs to place radio equipment on the roof of the FARGODOME that would serve to relay information throughout the Amateur Radio Emergency Digital Networks system used for backup communications for first responders when other systems are down. The general consensus of the Authority was to move forward with the agreement. Rob requested that the Authority make a motion to approve the agreement.

Nancy Jordheim made a motion, seconded by Dan Armbrust, to approve the Memorandum of Understanding between the Red River Radio Amateurs and the
FARGODOME.
On call of the roll, Armbrust, Ellingson, Goergen, Jordheim, Nelson, Suppes and
Vanyo voted aye.
Absent and not voting: None.
The motion was declared carried.

• NDSU Tailgating: The committee had a general discussion regarding activities in the tailgating lots at the last NDSU Football game. The committee also had a general discussion regarding the possibility of allowing the consumption of alcohol in certain areas of parking lot C designated for overflow tailgating. This item will be further discussed at upcoming meetings.

The next Fargo Dome Authority meeting will be on October 31, 2017 at 3:30 p.m.

There being no further business, the meeting was adjourned at 4:26 p.m.
