FARGODOME Authority - October 31, 2017 Minutes
A regular meeting of the Fargo Dome Authority was held on Tuesday, October 31, 2017 at 3:30 p.m. in the FARGODOME Conference Room with President David Suppes presiding.
Members present: President David Suppes, Blake Nelson, Nancy Jordheim, Troy Goergen, Michael Ellingson and Darrell Vanyo.
Members absent: Dan Armbrust.
Others present: Sarah Tabery, Director of Marketing and Sales – FARGODOME; Susan Thompson, Director of Finance – FARGODOME; Bernie Larson, Assistant General Manager – FARGODOME; Amanda Muellenbach, Administrative and Auxiliary Services Manager - FARGODOME and Rob Sobolik, General Manager – FARGODOME.

President David Suppes called the meeting to order at 3:36 p.m.
Nancy requested to add a discussion on Building Updates under Additional Items.
Rob requested to add a discussion on Management Consulting Agreement under Additional Items.
Nancy Jordheim made a motion, seconded by Troy Goergen, to approve the agenda of the October 31, 2017 Fargo Dome Authority meeting as amended. Motion carried.
Blake Nelson made a motion, seconded by Michael Ellingson, to approve the minutes from the September 25, 2017 Fargo Dome Authority meeting. Motion carried.
Rob Sobolik presented the General Manager’s report as follows:
• Year-to-Date Net Income through September 2017 is stated at $413,834 which is a positive variance (to budget) of $86,655.
• Upon review, Blake Nelson made a motion, seconded by Darrell Vanyo, to approve the September 2017 financial statements as presented.
On call of the roll, Ellingson, Goergen, Jordheim, Nelson, Suppes and Vanyo voted aye.
Absent and not voting: Armbrust.
The motion was declared carried.

Comments on Past Events: Nothing to report.
• Rob distributed a copy of the current FARGODOME menu and pricing for concession stands. The Authority will review and discuss this item at upcoming meetings.
Blake Nelson and Troy Goergen presented the Fargo Dome Authority Building and Finance Committee report. The Fargo Dome Authority Building and Finance Committees met on Wednesday, October 25, 2017. Items discussed included:
September 2017 Financial Statements: The September 2017 Financial Statements were approved by the Finance Committee at the meeting on October 25, 2017.
RFP Approvals/Notices:
o Wheel Loader Rental – Rob provided an overview of the responses for a wheel loader rental that was bid out through Public Works. Please see attachment. Butler won the bid at $9,500. No approval is needed as the amount is under $10,000.
o Skid Steer – Rob noted that a skid steer was approved in the capital budget for $50,000 as project FD1720. FARGODOME sent out an RFP through Alan Erickson for this item. Swanston Equipment won the bid at $24,696. Please see attachment.
o Wheel Loader – Rob noted that a wheel loader was approved in the capital budget for $90,750 as project FD1719. FARGODOME sent out and RFP through Alan Erickson for this item. Titan Machinery won the bid at 88,298. Please see attachment.
o Walk Through Metal Detector – Rob stated that walk through metal detectors were in the capital budget for $175,000. FARGODOME sent out an RFP and received one response. CEIA bid $106,010 for 30 walk through metal detectors. Rob noted that there will be an additional $25,000 in expenses for various items needed for this project.
o Computer Switches – This item went through the City of Fargo IS department so no RFP was needed. High Point Networks quoted $29,379 for the project. This item was in the capital budget for $35,000.
o The Building Committee and Finance Committee accepted motions to approve the bids for the Skid Steer, Wheel Loader, Walk through Metal Detectors and quote for Computer Switches as stated above.
Troy Goergen made a motion to approve the Building Committee report as presented.

Additional Items:
• Building Updates: Nancy stated that she would like to move forward with the process to begin building updates and projects that have been discussed at past Authority meetings. The next step would be to send out an RFQ for architectural services to design and price out potential building projects. There is currently $60,000 in the capital budget for architectural services. Upon discussion, the board would like Rob to create of list of projects and define the scope of the RFQ for discussion at the next Authority meeting.
• Management Consulting Agreement: Rob noted that he believes it would be in the best interest of FARGODOME to have some level of national representation from either Arena Network or another management consulting company. Previously, FARGODOME had a management consulting agreement with Spectra, however, that expired at the end of June. Rob will provide further information along with a recommendation at the next Authority meeting.
The next Fargo Dome Authority meeting will be on November 28, 2017 at 3:30 p.m.
