High-Risk Sex Offender Registers at 1312 3rd Ave. N.

The Fargo Police Department is notifying the community that a registered sex offender, Stuart Duane Kelly, registered at 1312 3rd Ave. N. in Fargo. Kelly was assessed as a HIGH-RISK offender by the North Dakota Sex Offender Risk Assessment Committee.

Offense Background
Kelly was convicted of multiple counts of Indecent Exposure: in Ward County District Court, ND, in March 2019; in Walsh County District Court, ND, in February 2013, March 2004, February 2002 and August 1996; in Grand Forks County District Court, ND, in February 2004; and Tucson District Court, AZ, in January 1994 and March 1990. His victims included adults and minors who were strangers to him. He is a lifetime registrant.

    Answer: If you see any suspicious behavior you should notify the police department immediately. Do not take action yourself. The Fargo Police Department relies on alert and aware citizens to provide valuable information in many instances and appreciates your involvement.

We caution the public about harassment or, other criminal behavior directed at the offender. This can result in criminal action against those responsible and endanger the sex offender registration law. Sex offender registration laws are under constant scrutiny and legal action. Law enforcement agencies make good use of the information provided by registration and does not want to see the law struck down.
