Program Funding


The City of Fargo has arranged to fund the Lead Service Line Replacement (LSLR) program through the North Dakota State Revolving Fund (ND SRF) and through The City’s utility cost-share program. Fargo residents and commercial property owners have a once-in-a-lifetime opportunity to have their lead service line replaced at no additional cost while state funding remains available.

The main requirements of the program are:

  • The property owner must sign a Right to Entry form. This agreement will allow contractors onto private property to perform work necessary to remove the lead service line. Additionally, the agreement will ensure federal funding guidelines are followed.
  • The property owner will be required to collect a follow-up tap water sample three to six months following the completion of replacement. Failure to collect the required tap water sample or other agreement terms will generate a $1,000 charge for the property owner.

Our goal is to remove all lead service lines from service in Fargo by 2030. Full replacement cost coverage for each lead or Galvanized Requiring Replacement (GRR) service lines will ensure everyone has access to quality drinking water without the worry of lead exposure. When you receive notice that the program is active in your neighborhood, please follow the sign-up process to have your lead service line removed from service.

Due to federal requirements for contractors and use of funding, property owners that hire contractors to replace their lead service line outside of the Fargo LSLR program will not be eligible for funding reimbursement. This funding is not retroactive and is only intended to remove lead service lines currently in service. Our program efforts will focus on efficiency and equitability delivering results to all who wish to replace their lead service line.
