Chairman Randy Engelstad called the hearing to order at 9:00 AM.

Chairman Engelstad introduced the Special Assessment Commissioners and City of Fargo staff members and he gave a brief description of the hearing procedures.

BR-19-A Paving, Curb/Gutter, Storm, Sanitary, Water main, Sidewalk, Street Lights, Landscaping and Traffic Signals on Main avenue from Broadway to University Drive
FL Watkins, 11 8th St S had concerns about his assessments. Mr. Watkins felt the assessments were too high. Dan Eberhardt explained the City of Fargo arterial roadway policy.

Mr. Watkins concerns will be forwarded as a protest to the City Commission hearing on September 20.

PR-20-E Asphalt Mill & Overlay, Section 3
Don Larew, 3401 28th St S Unit 110, had questions about how the special assessment costs were spread among regarding the assessment on his property. Special Assessment Manager Doug Durgin explained the front foot is calculated using a 35’ offset on Dakota Park Cir S, 34th Ave S and 28th St S. The total front feet is then divided by the 30 units and assessed equally.

Mr. Larew’s concerns will be forwarded as a protest to the City Commission hearing on September 20.

There were no other protests for any other projects in Special Assessment run of 2021.

The hearing was adjourned at 9:21 AM.
