Meeting: Police Advisory & Oversight Board Regular Meeting

Time: 5:00 p.m.
Location: City Commission Chambers The Regular Meeting of the Police Advisory & Oversight Board of Fargo Police Department was held in the Commission Chambers at City Hall at 5:00 p.m., Thursday, November 9, 2023.

The Police Advisory & Oversight Board members present or absent were as follows:

Present: Scott Paul, David Hogenson, Joanna Johnson, Conrad Thomas, Tonya Greywind

Absent: Todd Spellerberg, Lucrachia King

Item 1. Welcome and Introductions
Chair Johnson welcomed Members to the meeting and introductions were made.

Item 2. Approve or Amend Agenda
Member Paul moved the agenda be approved as presented. Second by Member Greywind. All Members present voted aye and the motion was declared carried.

Item 3. Approve or Amend Minutes
Member Paul moved the minutes of the October 12, 2023 Police Advisory & Oversight Board meeting be approved as presented. Second by Member Greywind. All Members present voted aye and the motion was declared carried.

Item 4. January Brown Bag Meeting date and agenda setting
Some members won’t be avail in January, so it was decided to plan for February to have as many Board members as possible. The plan for the Brown Bag meeting date is February 15th in the Sky Commons from 5:00-6:30.

Item 5. Public Comment Period
- no public comments

Item 6. Department Updates The hiring grant was approved for 2024.
- Six FTE positions were approved that will allow 6 traffic officers on the street after the Academy graduates.
- Chief Zibolski had a zoom meeting relating to the July 14th critical incident and the July 2022 shooting incident with the intent to have someone do a critical incidents response unit review of both. They may review the 3rd incident outside of the city with Sheriff Jahner’s approval. This will give a broader look at all incidents, factors and community concerns. This team approach would present their written review to the FPD and the Police Advisory and Oversite board as well. Chief Zibolski will keep the Board updated as he learns more information.

Item 7. Questions from Community Members (Restraining Orders) – Sgt. Gamradt Sgt. Gamradt
1. How do you get an order? Restraining order/Protection Order –
- different types
a. Filed by the County Court
b. Go to a certified domestic violence advocate
c. Arrested for specific crimes
1. Who serves an order?
i. Cass County Sheriff’s Deputies – must be served in person
- Who can enforce a violation of an order?
a. Any law enforcement officer

Item 8. Police Response to Mental Health Calls – Chief Zibolski and Sgt. Gamradt
- 2,076 Mental Health related incidents in 2023 YTD (approx.)
- 309 (15% of those incidents involved the top 15 individuals talked about at ILB mtg.
- 4, 555 police units responded or were involved in these incidents
- Call time approximations: o Spending 60 min per call o Over Approx. (call duration x number of officers involved) § 5,118 hours spend on MH CFS = to 213 days o Under approx. (only the call duration) § Approx. 1,887 hours spent on MH CFS (equivalent to 79 days) § Average Mental Health call duration was 60 minutes per call o October 360 calls for Service – Mental Health calls Officer Danica Musich – Community Engagement Team Ride Alongs with South East Human Services staff
- Very eye-opening for them
- Mental Health ILP Meetings – 10-12 individual we deal with on a daily basis •
- Co-Responder Program – starting the first one in ND
- o Will have a licensed social worker imbedded in the Police Department to match up needs
- o Reduce calls for service to free up officers to go to where the need is
- o Overall, hoping to improve the relationship between people in crisis and law enforcement
- o Went to St. Cloud to shadow their program – very excited to get our program off the ground here

- Very exciting program – would be great to have an update next month on the Co-Responder program
