The Special Meeting of the Police Advisory & Oversight Board of Fargo Police Department was held in the Commission Chambers at City Hall at 5:00 p.m., Tuesday, July 11, 2023.
The Police Advisory & Oversight Board members present or absent were as follows:
Present: Scott Paul, Todd Spellerberg, David Hogenson, Joanna Johnson, Conrad Thomas, Lucrachia King.
Absent: Tonya Greywind.
Item 1. Welcome and Introductions
Chair Johnson welcomed Members to the meeting and introductions were made.
Item 2. Approve Special Meeting Agenda
Vice Chair King moved the Agenda be approved as presented. Second by Member Paul. All Members present voted aye and the motion was declared carried.
Item 3. Update Regarding the Selection of a Subject Matter Expert (SME) for the Collaborative Reform Initiative Technical Assistance Center (CRI-TAC) Work Plan
A request was made through CRI-TAC to help review the use of force policy. The SME assigned is someone with whom Chief Zibolski has had previous professional contact at a previous law enforcement agency. Chief Zibolski brought the issue to the Board to see if they believe the Fargo Police Department should ask for a different SME. Questions brought forward by the Board included if having a new SME assigned would delay the work plan and how the SME is vetted by the COPS office. Member Paul moved the Board recommend requesting a new SME to avoid perception of conflict of interest, assuming it would not delay the work plan by more than three months. The motion was not seconded. Member Spellerberg moved the Board recommending requesting a new SME to avoid conflict of interest. Vice Chair King seconded. Member Thomas, Member Spellerberg, Vice Chair King, Chair Johnson voted aye. Member Paul and Member Hogenson voted nay. The motion was carried.
The Board advises the Fargo Police Department to request a new SME to avoid the appearance of a conflict of interest.
