Police Advisory & Oversight Board - May 11, 2022 Minutes
The Regular Meeting of the Police Advisory & Oversight Board of Fargo Police Department was held in the Commission Chambers at City Hall at 5:00 p.m., Wednesday, May 11, 2022.
The Police Advisory & Oversight Board members present or absent were as follows:
Present: Todd Spellerberg, David Hogenson, Joanna Johnson, Conrad Thomas, Lucrachia King, Tonya Greywind.
Absent: Scott Paul
Item 1 - Welcome and Introductions
Chair Johnson welcomed Members to the meeting and introductions were made.
Item 2 - Approve or Amend Agenda
Member Spellerberg moved the Agenda be approved as presented. Second by Member Thomas. All Members present voted aye and the motion was declared carried.
Item 3 - Approve or Amend Minutes
Vice Chair King moved the minutes of the April 14, 2022 Police Advisory & Oversight Board meeting be approved as presented. Second by Member Spellerberg. All Members present voted aye and the motion was declared carried.

Item 5 - Police Department Updates
1. Academy Updates by Chief Zibolski
a. 27 recruits beginning Monday, May 16th. Ten of the 27 are female or of diverse backgrounds. Six female, seven diverse backgrounds (three are both). Graduation is August 5th.
2. Training is being completed on Minnesota Deadly Force statutory changes.
a. Previously had to cease mutual aid due to constitutional issues with the Minnesota law.
3. Officer wellness announcement will be made next week (relating to mental health)
4. Calendar Review by Sergeant Jacobsen
a. Updated calendar for engagement events
b. Friday, May 13, is Law Enforcement Memorial Day. A celebration will be held at Lindenwood Park at 12:00pm.
c. Discussion about the Board having an educational table at the Fargo Police Picnic.
Item 6 - Fargo Police Department Body Worn Camera Presentation by Lieutenant Shane Aberle
1. The Fargo Police Department began using body worn cameras in September, 2021.
2. The body worn camera policy is on the Fargo Police website.
Item 7 - Discussion
1. Mission Statement
a. Member Thomas motioned to table the mission statement for future discussion. Member Spellerberg seconded. All members present voted aye and the motion was carried.

b. Responses to school incidents
c. Officer wellness
