Native American Commission Meeting - August 5, 2021 Minutes

The Regular Meeting of the Board of Native American Commissioners of the City of Fargo, North Dakota, was held in the Commission Chambers at City Hall at 12:00 p.m., Thursday, August 5, 2021.

The Native American Commissioners present or absent were as follows:

Present: Lenore King, Sharon White Bear (via conference call), John Strand, Chalsey Snyder (via conference call), Whitney Fear, Emily Sargent

Absent: Sonya Donahue, Rebecca Knutson

Item 1. Welcome and Introductions
Chair King welcomed Members to the meeting and introductions were made.

Item 2. Approve Order of Agenda & Minutes
Chair King noted an amendment to the Agenda to add a presentation by Heartsprings after Item 3.

Member Fear moved the amended Order of Agenda and the minutes of the June 3, 2021 Native American Commission meeting be approved. Second by Strand. All Members present voted aye and the motion was declared carried.

Item 3: Public Comment
Tracey Wilkie spoke to the Board regarding her new position as the Parent Coordinator with the North Dakota Federation of Families for Children’s Mental Health. She encouraged those who need assistance navigating IEPs (Individualized Education Plan) to reach out and provided information to the Board Members.

Discussion was held on the areas of the state she covers.

Item 4: HeartSprings Community Healing Center Presentation
Jan Nelson, Founder and Executive Director of HeartSprings, gave a presentation on the background, mission, and programs of HeartSprings.

Discussion was held on the cost of services, and upcoming and current programs.

Ms. Wilkie shared about her experience at HeartSprings.

Additional information was provided to the Board.

Ms. Nelson stated an event will be held at Messiah Lutheran Church on August 26 from 4:30 – 6:30 p.m. for HeartSprings.

Item 4. Indigenous Association Report
Member Fear shared that Dr. Hollie Mackey has been serving as Interim Executive Director, the Native American Community Picnic will be held August 7 from 11:00 a.m. to 4:00 p.m. at Trollwood Park, and there will be a table at Pride in the Park on August 14 at Island Park.

Item 7. Staff Report
Deputy Fire Marshall Dawn Stollenwerk shared information about the upcoming recruitment and orientation event for new firefighters. She stated the events will be held at Station #4 on September 11 at 1:00 p.m., and September 16 at 7:00 p.m. and applications are due September 30.

Lt. Bill Ahlfeldt, Fargo Police Department, provided an update on summer youth programming and the upcoming Fargo United event to be held at the end of August.

Assistant Planner Catlyn Christie stated Pride in the Park will be held on August 14. Members are welcome to volunteer at the City of Fargo booth.
