Liquor Control Board - March 19, 2025 Minutes

2. Review Liquor Applications
a. Issuance of a Class ABH Limited license TC Lodging LLC d/b/a Springhill Suites located at 3401 Jacks Way South presented by Sprague, limited service hotel allows managers specials, off sale can be sold out of the sundry shop, no background issue.

b. Issuance of a Class B-Limited license to STL of North Dakota, Inc. d/b/a Target Wine & Spirits to be located at corner of 38th Street and Alexander Drive South presented by Sprague, this is an off sale license, no background issues, no building at this point, Nelson was concerned about approving this license before the floor plan has been submitted, Piepkorn feels the relationship with Target has been good and they understand how the license operates and they follow the rules, Sprague suggested a conversation should take place in regards to a conditional license, for businesses that apply for a license but don’t have a building yet,

c. Issuance of an F license to Sol Ave Kitchen, Inc. d/b/a Nova Eatery & Super Club located at 402 Broadway North presented by Sprague , formerly Berbaum’s, food sales required, no physical bar, no background issues

3. Police Department Monthly Report
a. General Report presented by Lieutenant Travis Moser, 3 liquor establishment forms were completed for 2 different establishments, all were in regards to disturbances or fights, in all incidents management with the business were very cooperative.
4. Other Items
a. Discussion regarding annexation and liquor license, presented by Sprague, an organization reached out with questions in regards to building a gas station, convenience store and would like an off sale license, property is currently not annexed in Fargo city limits, developers asked how to get a city license, this particular license is currently capped, if they receive a license from the County and then are annexed they wouldn’t be guaranteed that license from the City. Piepkorn would like more conversation regarding this before making any decisions on how to move forward. Sprague stated no action at this meeting, would like to have it presented for the board to think about ways to move forward.
Dustin Mitzel from Happy Harry’s stated that he would like to see further discussion in a brown bag meeting before the next liquor control board, Piepkorn agreed, the meeting could include the public and current license holders for their input. Hackman stated that she would be interested in hearing from business owners in regards to the penalty structure as well.
b. Server Training Compliance update, presented by Sprague, preliminary review has been done, Sprague would like the board to know that it is moving along.
