LIQUOR CONTROL BOARD
October 21, 2020 1:30 P.M.
Present: Commissioner Piepkorn, Commissioner Gehrig, Police Chief David Zibolski, City Auditor Sprague, Grant Larson, Environmental Health
Absent: None
Others Present: Rick Carik, Rick’s; Dan Hurder, Boiler Room; Duane Litton, Duffy’s; Nikki Berglund, Bernies; David Schlossman and other interested parties.
Meeting was called to order at 1:30 P.M.
1. Commissioner Piepkorn called the meeting to order and asked if there were any additions or corrections to the minutes of September 16, 2020. There were no additions or corrections to the minutes of September 16, 2020. Moved by Gehrig, seconded by Larson to approve the minutes of the September 16, 2020 meeting of the Liquor Control Board all voted in favor, motion passed unanimously.
2. A. Application to transfer a Class FA license from Bistro’s & More, Inc. d/b/a Old Chicago to 701 OPS, Inc. d/b/a 701 Eateries; Prairie Kitchen & Camp Lone Tree. To be located at 701 North University Drive.
Moved by Larson, seconded by Gehrig to approve the transfer of a Class FA license from Bistro’s & More, Inc. d/b/a Old Chicago to 701 OPS, Inc. d/b/a 701 Eateries; Prairie Kitchen & Camp Lone Tree. To be located at 701 North University Drive, motion passed unanimously.
3. Commissioner Piepkorn introduced the request from Dan Hurder, Boiler Room, for consideration of creation of a beer and wine on and off sale license. Mr. Hurder commented he is looking at the long term outlook and trying to identify something that is viable for the downtown. A boutique off sale is something that is missing, especially in the downtown. His concept is a small square footage specializing in craft beers and boutique wine outlet. He would prefer something that allowed try it before you buy it, so a limited on sale with the off sale. He would be open to limiting square footage and limited hours of operation.
Commissioner Piepkorn indicated we were in a time of change and there is the potential for changes to the liquor ordinances. He said we should receive and file this request and continue discussions.
4. Commissioner Piepkorn commented on the moratorium extension passed by the City Commission on Monday night. The moratorium will now be extended until the Emergency Declaration is rescinded. Mr. Hurder indicated there were discussions taking place at the State intended to have some industry relief, he said if there was anything the City could do to offer support it would be appreciated. Commissioner Piepkorn suggested a letter of support.
There being no further business to come before the Liquor Control Board, the meeting was adjourned at 1:41 p.m. The next regular meeting will be held Wednesday, November 18 2020 at 1:30 p.m. in the City Commission Room.
