Historic Preservation Commission - May 21, 2024 Minutes
The Regular Meeting of the Board of Historic Preservation Commissioners of the City of Fargo, North Dakota, was held in the Commission Chambers at City Hall at 8:00 a.m., Tuesday, May 21, 2024.
The Historic Preservation Commissioners present or absent were as follows:
Present: Christine Kloubec, Heather Fischer, Mike Dawson, Nathan Larson, Jay Nelson
Absent: Matthew Boreen
Chair Fischer called the meeting to order and welcomed Members to the meeting. She acknowledged former Member Paul Gleye for his service to the Historic Preservation Commission.
Item 1: Minutes: Regular Meeting of October 17, 2023
Member Nelson moved the minutes of the October 17, 2023 Historic Preservation Commission meeting be approved. Second by Member Larson. All Members present voted aye and the motion was declared carried.
Item 2: Historic Overlay District Review
a. 386 8th Avenue South – Woodruff’s Historic Overlay (Hawthorne Neighborhood) : APPROVED
Planning Coordinator Maegin Elshaug presented the application to construct a new open covered front porch.
Discussion was held on the history of the property, the details of the build, and fitting the property setbacks.
Member Nelson moved to approve the application as presented. Second by Member Dawson. All Members present voted aye and the motion was declared carried.
b. 1101 8th Street South – Erskine’s Historic Overlay (Hawthorne Neighborhood): APPROVED
Member Dawson recused himself from this item as he is the applicant representative.
Ms. Elshaug presented the application to construct a new home with an attached 3-stall garage.
Applicant representative Mike Dawson spoke on the application.
Discussion was held on the history of the property, the dimensions of the lot, property ownership, and the building design.
Member Nelson moved to approve the application as presented. Second by Member Larson. All Members present voted aye and the motion was declared carried.
Item 3: Other Business or Public Comment
Member Nelson opened discussion regarding the meeting frequency of the Historic Preservation Commission, the role and purpose of the Board, and the definition of historic properties.
Member Nelson motioned to hold a working meeting to define the purpose of the Historic Preservation Commission. Second by Member Kloubec. All Members present voted aye and the motion was declared carried.
Planning and Development Director Nicole Crutchfield shared information on how items are placed on agendas, motions on items not on an agenda, and Planning Department staffing and priorities.
City Attorney Nancy Morris spoke on agenda processes.
Ms. Crutchfield further shared on Planning Department work plans, and agenda timelines.
Item 4: Next Meeting – June 18, 2024
Member Nelson moved to adjourn the meeting. Second by Member Larson. All Members present voted aye and the motion was declared carried.
