MINUTES OF THE FARGO DOME AUTHORITY MEETING
A regular meeting of the Fargo Dome Authority was held on Tuesday, February 24, 2026 at 3:30 p.m. in the FARGODOME Administrative Conference Room with President David Suppes presiding.
Members present: David Suppes, Blake Nelson, Michael Ellingson, Todd Olson, Troy Goergen and Rick Steen (via phone).
Members absent: Dan Armbrust
Others present: Tyler Haehn – City of Fargo; Zach Prante, Accounting Manager – FARGODOME; Kacie Erickson, Director of Food & Beverage – FARGODOME; Sarah Dykema – Director of Marketing and Sales – FARGODOME; Amanda Muellenbach, Director of Administration – FARGODOME; Bernie Larson, Assistant General Manager – FARGODOME and Rob Sobolik, General Manager – FARGODOME.

President David Suppes called the meeting to order at 3:32 p.m.
Mike Ellingson made a motion, seconded by Todd Olson, to approve the agenda of the February 24, 2026 Fargo Dome Authority meeting as presented. Motion carried.
Mike Ellingson made a motion, seconded by Troy Goergen, to approve the minutes from the January 27, 2026 Fargo Dome Authority meeting. Motion carried.
Rob Sobolik presented the General Manager’s report as follows:
• Year-to-Date Net Income through January 2026 is stated at -$54,227, which is a positive variance (to budget) of $131,314.
• Past and Upcoming Events: Monster Jam on January 31-February 1, 2026. NDSU Career Expo on February 4, 2026. The Offspring on February 6, 2026. Kiwanis Pancake Karnival on February 14, 2026. ND State Wrestling on February 19-21, 2026. RRV Home & Garden Show on February 27-March 1, 2026. RRV Sportsmen’s Show on March 5-8, 2026. Disney on Ice on March 12-15, 2026. NDHSAA State Boys Basketball Tournament on March 19-21, 2026. PRCA Rodeos on March 27-28, 2026.
Rick Steen presented the Fargo Dome Authority Building and Finance Committee report. The Fargo Dome Authority Building and Finance Committees met on Wednesday, February 18, 2026. Items discussed included:
• 2025 Audit Presentations: Brian Stavenger from Eide Bailly reported on the 2025 Audited Financial Statements. Please see attached report. The Finance Committee accepted a motion to approve the 2025 Audit Report as presented.
• January 2026 Financial Statements: The January 2026 Financial Statements were approved by the Finance Committee at the meeting on February 18, 2026.
• Project and Capital Budget Updates:
o Rob stated that the main drain in the Zamboni pit in the loading dock had backed up. A plumber was called on Saturday, February 14 to address the
issue and noticed the p-trap in the drain was compromised. A1 Plumbing came to the building on Tuesday, February 17 and confirmed the issue and noted that there was a hole in the bottom of the drain. FARGODOME contacted Dakota Plains Mechanical to fix the issue. At the time of the Building and Finance Committee meeting, an estimate was still needed from Dakota Plains Mechanical for the emergency repair. Since the meeting, Dakota Plains Mechanical has started work on the drain, with the estimate coming in at $18,435. This estimate was forwarded to the COF FAHR Committee and will go to the City Commission next for approval to be paid out of the FARGODOME permanent fund. The estimate will then be brought back to the Building and Finance Committee at the March meeting.
o Rob noted that the three main building chillers had annual tube cleaning completed in February. There were no issues reported.
o There are currently no updates on the turf.
o FARGODOME is moving forward with plans for the LED lighting project for the arena and concourse. The timeline and total project cost will be presented at an upcoming meeting.
• Escrow Balance & Performance Reports: The FARGODOME permanent fund performance, year-to-date, through November 2025 is 7.35%. Please see attachments.
• Additional Items:
o Convention Center Update: David updated the committee on the Convention Center RFP response.
Upon review, Todd Olson made a motion, seconded by Blake Nelson, to approve the 2025 Audit Report as presented.
On call of the roll, Ellingson, Goergen, Nelson, Olson, Steen and Suppes voted aye.
Absent and not voting: Armbrust
The motion was declared carried.

Convention Center Update: David reported that the FDA continues to work on phase two of the convention center RFP response, which is due on February 27, 2026. The Fargo Dome Authority’s interview with the Convention Center Committee is scheduled for March 10, 2026.
The next Fargo Dome Authority meeting will be on March 31, 2026 at 3:30 p.m.
There being no further business, the meeting was adjourned at 3:49 p.m.
