MINUTES OF THE FARGO DOME AUTHORITY MEETING
A regular meeting of the Fargo Dome Authority was held on Tuesday, April 28, 2026 at 3:30 p.m. in the FARGODOME Administrative Conference Room with President David Suppes presiding.
Members present: David Suppes, Blake Nelson, Michael Ellingson, Todd Olson, Troy Goergen, Dan Armbrust (via phone) and Rick Steen.
Members absent:
Others present: Tyler Haehn – City of Fargo; Zach Prante, Accounting Manager – FARGODOME; Sarah Dykema – Director of Marketing and Sales – FARGODOME; Amanda Muellenbach, Director of Administration – FARGODOME; Bernie Larson, Assistant General Manager – FARGODOME and Rob Sobolik, General Manager – FARGODOME.
Media present: None
President David Suppes called the meeting to order at 3:30 p.m.
David requested to add and update on the Convention Center to the agenda under Additional Items.
Rick Steen made a motion, seconded by Michael Ellingson, to approve the agenda of the April 28, 2026 Fargo Dome Authority meeting as amended. Motion carried.
Todd Olson made a motion, seconded by Troy Goergen, to approve the minutes from the March 31, 2026 Fargo Dome Authority meeting. Motion carried.
Rob Sobolik presented the General Manager’s report as follows:
• Year-to-Date Net Income through March 2026 is stated at $503,413, which is a positive variance (to budget) of $138,355.
• Past and Upcoming Events: Scheels Men’s FAST Event on April 2, 2026. NDSU Football Coaches Clinic on April 10-11, 2026. Shrine Circus on April 17-19, 2026. Nate Bargatze on April 23, 2026. Sanford Health Employee Recognition Event on April 28, 2026. NDSU Spring Commencement on May 16, 2026.
Rick Steen presented the Fargo Dome Authority Building and Finance Committee report. The Fargo Dome Authority Building and Finance Committees met on Wednesday, April 22, 2026. Items discussed included:
• March 2026 Financial Statements: The March 2026 Financial Statements were approved by the Finance Committee at the meeting on April 22, 2026.
• Project and Capital Budget Updates:
o Re-allocation request: Rob requested to reallocate the remaining balances of FD2511 – Food Service Equipment ($3,810) and FD2014 – Suite Catering Kitchen ($11,293) – total balance of $15,103 to FD2617 – Food Service Equipment.
The Building Committee accepted a motion to approve the above re-allocation request. The Finance Committee reviewed the re-allocation request, but due to a lack of a quorum, no motion was made.
o The 2027 Capital Budget will be presented at the May Building and Finance Committee meeting.
o The LED lighting and signage project will be presented at the May Building and Finance Committee meeting.
o Rob reported that replacement of the football turf is tentatively being scheduled for 2027.
o Moore Engineering is in the process of completing a survey of FARGODOME parking lots. More information on this will be available at upcoming meetings.
• Escrow Balance & Performance Reports: The FARGODOME permanent fund performance, year-to-date, through January 2026 is 10.34%. Please see attachments.
Rick Steen made a motion, seconded by Blake Nelson, to approve the Building and Finance Committee report as presented.
On call of the roll, Armbrust, Ellingson, Goergen, Nelson, Olson, Steen and Suppes voted aye.
Absent and not voting:
The motion was declared carried.
Nominating Committee: Blake Nelson presented the Fargo Dome Authority Nominating Committee report. The Fargo Dome Authority Nominating Committee brought forward the following appointments:
o Rick Steen as President of the Fargo Dome Authority.
o David Suppes as Vice President of the Fargo Dome Authority.
o Blake Nelson as Treasurer of the Fargo Dome Authority.
o Troy Goergen as Secretary of the Fargo Dome Authority.
Blake Nelson made a motion, seconded by Todd Olson, to approve the slate of officers as presented.
On call of the roll, Armbrust, Ellingson, Goergen, Nelson, Olson, Steen and Suppes voted aye.
Absent and not voting:
The motion was declared carried.
Convention Center Update: The Convention Center Selection Committee brought forward a recommendation to the City Commission to move the Brewhalla and Downtown sites into Phase 3 of the RFP. The City Commission approved the recommendation by the Convention Center Committee at their meeting on Monday, April 27, 2026. David thanked FARGODOME staff, RLE, Perkins & Will and Eide Bailly for their work on the FARGODOME proposal.
The next Fargo Dome Authority meeting will be on May 26, 2026 at 3:30 p.m.
There being no further business, the meeting was adjourned at 3:53 p.m.
