Fargo Dome Authority - October 26, 2021 Minutes
A regular meeting of the Fargo Dome Authority was held on Tuesday, October 26, 2021 at 3:30 p.m. in the FARGODOME Administrative Conference Room with President Blake Nelson presiding.
Members present: President Blake Nelson, David Suppes, Troy Goergen, Michael Ellingson, Nancy Jordheim and Rick Steen.
Members absent: Dan Armbrust.
Others present: Ryan Green – City of Fargo; Amanda Muellenbach, Administrative and Auxiliary Services Manager – FARGODOME; Susan Thompson, Director of Finance – FARGODOME; Bernie Larson, Assistant General Manager – FARGODOME and Rob Sobolik, General Manager – FARGODOME.
Media present: Barry Amundson – The Forum.
President Blake Nelson called the meeting to order at 3:31 p.m.
Mike Ellingson made a motion, seconded by Troy Goergen, to approve the agenda of the October 26, 2021 Fargo Dome Authority meeting as presented. Motion carried.
David Suppes made a motion, seconded by Nancy Jordheim, to approve the minutes from the September 28, 2021 Fargo Dome Authority meeting. Motion carried.
Rob Sobolik presented the General Manager’s report as follows:
• Year-to-Date Net Income through September 2021 is stated at $2,501,457 which is a positive variance (to budget) of $2,419,272.
• Upon review, Rick Steen made a motion, seconded by David Suppes, to approve the September 2021 financial statements as presented.
On call of the roll, Ellingson, Goergen, Jordheim, Nelson, Steen and Suppes voted aye.
Absent and not voting: Armbrust.
The motion was declared carried.
• Past and Upcoming Events: Youth Football Games was held October 3, 2021. NDSU Football vs. University of Northern Iowa was held October 9, 2021. FM Athletics Youth Football was held October 10, 2021. The Big One
Art and Craft Fair was held October 15-16, 2021. NDSU Football vs. Missouri State was held October 23, 2021. FM Athletics Youth Football was held October 24, 2021. MN HS Football Section 8A Finals will be held November 4, 2021. MN HS Football Section 6A Finals will be held November 5, 2021. The Simon & Garfunkel Story will be held November 9, 2021. Dakota Bowl will be held November 12, 2021. NDSU Gold Star Marching Band Sounds of the Gridiron will be held November 13, 2021. NDSU Football vs. University of South Dakota will be held November 20, 2021. ND Agriculture Show will be held November 30 – December 1, 2021.
Rick Steen presented the Fargo Dome Authority Building and Finance Committee report. The Fargo Dome Authority Building and Finance Committees met on Wednesday, October 20, 2021. Items discussed included:
• September 2021 Financial Statements: The September 2021 Financial Statements were approved by the Finance Committee at the meeting on October 20, 2021.
• Project and Capital Budget Updates:
o Dressing Room/Catering Room Remodel – The wall coverings in the catering room have been replace. The project is complete.
o Canopy Project – This project is complete.
o Fire Alarm Replacement – This project is ongoing and should be completed by the end of December.
o Sole Source Procurement Request – Rob requested approval to use the City’s sole source procurement policy to move ahead with an agreement with AstroTurf to replace the synthetic turf surface. Please see attachment.
The replacement would also include a total inspection of the mechanical part of the turf. The total budget would be set at $1.1 million and would be paid out of the excess capital surplus fund. The last turf replacement was done in 2012 and included both the surface and the mechanical.
The Building Committee and Finance Committees each accepted motions to approve the sole source procurement request to move forward with the agreement with AstroTurf to replace the synthetic turf surface, including a total inspection of the mechanical part of the turf and to set the total budget for the project at $1.1 million to be paid for out of excess capital surplus funds.
• Escrow Balance & Performance Reports: The FARGODOME permanent fund performance, year-to-date, through August 2021 is 2.65%. Please see attachments.

Catering Application – The Piggy BBQ of West Fargo: The Authority reviewed the catering application from The Piggy BBQ of West Fargo.
Nancy Jordheim made a motion, seconded by Troy Goergen, to approve the catering application from The Piggy BBQ of West Fargo.
On call of the roll, Ellingson, Goergen, Jordheim, Nelson, Steen and Suppes voted aye.
Absent and not voting: Armbrust.
The motion was declared carried.
The next Fargo Dome Authority meeting will be on November 30, 2021 at 3:30 p.m.
