ECONOMIC AND DEVELOPMENT INCENTIVE COMMITTEE

Regular Meeting Tuesday, May 28, 2024

The May meeting of the Economic and Development Incentive Committee of the City of Fargo, North Dakota was held in the City Commission Room at City Hall at 1:00 p.m., Tuesday, May 28, 2024.

The committee members present or absent are:

Members Present: Dave Piepkorn, John Cosgriff, Mayor Tim Mahoney, Matt Schlenvogt, Jackie Gapp

Members Absent: Levi Bachmeier, Eric Barner, Lucas Paper, Jon Eisert

Others Present: Jim Gilmour, Michael Splonskowski

Commissioner Piepkorn called the meeting to order at 1:02 p.m.

Minutes Approved

A motion was made by John Cosgriff to approve the minutes from April 23, 2024. Mayor Mahoney seconded. Motion carries.

New member Matt Schlenvogt introduced himself.

Precision Dental New Industry PILOT Application

Ian Johnson, Vice President of Precision Dental spoke
• Application for 5 year exemption
• Moving from downtown to north of the industrial park
• Current location is 9,000 square feet on 2 floors of an early 1900 building
• Will expand to 15,000 square feet on one level with the ability to add an additional 5,000 square feet
• 2 employees added in the first year, both over $35 an hour. 6 positions added by year 2
• Primarily service North Dakota, South Dakota, Minnesota, Montana & Wyoming. Some of their biggest customers are as far east as New York City and as far west as Seattle.

A motion to approve was made by Mayor Mahoney. John Cosgriff seconded. Motion carries.

Application Fee Rates for TIFS & PILOTS

• PILOT and TIF applications will increase from $250 to $400. The fee has not changed in many years.
• The fee for a TIF without a financial review will be $2,000. This for the change in city policy that allows for a first phase TIF to encourage demolition.
• There would now be a three-level fee for TIFs that require a financial review, instead of a two-level fee
• The other fees remain the same

A motion to forward the recommendation to the city commission was made by Mayor Mahoney and seconded by Matt Schlenvogt. Motion carries.

The meeting was adjourned at 1:25 pm.
