FARGO, N.D. (Oct. 10, 2019) –Elm Street North was closed on October 2, 2019 between 13th and 15th Avenues North due to rising water. Although water has recently receded from the roadway, the Red River is forecast to rise to 20 feet by Saturday, October 12, and stay at that level until the following weekend. Elm Street will remain closed until the river level is 17.5 ft and falling. The detour remains via 3rd Street North.
