Project Overview:
This project is part of the City's annual infrastructure improvement efforts and impacts multiple areas of Fargo each construction season. Seal coat projects extend the life of asphalt pavement and provide a more traffic and weather resistant surface. It involves spraying an asphalt emulsion on the pavement surface, immediately followed by a rock chip application that is embedded into the emulsion. The project will take place in 14 different areas.
A typical road will experience three seal coat applications throughout its lifespan, applied approximately every eight years to asphalt pavement. The first seal coat application is funded through 100% special assessments while the remaining projects are 100% City funded.
Here is the typical timeline for this preventive maintenance:
- Road Constructed/Reconstructed: Wear Course applied (top layer of the asphalt)
- Year 2: Seal Coat applied (100% assessed)
- Year 10: Seal Coat applied (100% City funded)
- Year 18: Seal Coat or Mill & Overlay depending on roadway conditions (100% City funded)
- Year 25: Mill & Overlay (50% assessed/50% City funded)
Impacts:
Traffic will be maintained during construction, but short-term lane closures and parking restrictions are required to safely accommodate construction activity.

Timeline:
Construction will begin in June of 2020 and will continue until pavement markings have been applied. Substantial completion is scheduled for the beginning of September.
Funding:
Some areas will be funded using 100% City Funds & others will funded using 100% Special Assessments to benefiting properties within each of the areas.
Fargo Parcels is a good resource for viewing the current estimated special assessments for your property. Property owners will receive an initial estimate for their property, which will change once the project is completed. Special Assessments are payable over 15 years with interest applied.
Purpose:
The annual seal coat project extends the pavement life of our City streets and helps prevent future wear from weather and traffic. This preventative maintenance ultimately saves residents and the City money, time, and resources.
