Project Overview:

32nd Ave S from 42nd St to 45th St S

  • Concrete Pavement Rehabilitation & Lane Widening:
    • Repair concrete pavement
    • Add additional outside driving lanes (update 4-lane to 6-lane)
    • Storm sewer revisions & fire hydrant relocations to accommodate lane widening
    • May require short-term water main shutdowns
    • Improve turning movements at various intersections
    • Sidewalk/biketrail relocation & improvements

45th S from I-94 to 32nd Ave S

  • Concrete Pavement Rehabilitation:
    • Repair concrete pavement
    • Sidewalk/biketrail improvements
    • Improve turning movements 23rd Ave S intersection

Project Details

  • Lane widening of 32nd Avenue from four lanes to six lanes will help alleviate traffic congestion, improve business access and reduce the potential for accidents.
  • Pavement repairs will extend longevity and improve overall ride quality of existing infrastructure.
  • Sidewalk/biketrail and pedestrian crossings will be updated to meet new standards for the Americans with Disabilities Act.
  • Project will require multiple lane closures and detour routes during the course of project. Pedestrians will be detoured to one side of 32nd Ave & 45th St S at a time.
  • The 45th Street section of work may be completed in either the 2024 or 2025 construction seasons. On 42nd Street South the I-29 overpass bridge will be closed for a 60 day duration that will detour the 42nd Street South traffic via 23rd Avenue South and 45th Street South. This may restrict the ability for the Contractor to complete the 45th Street South work in the 2024 construction season.

Impacts:

This project will be constructed in phases to minimize local impacts as much as possible.

    45th St S: Late October of 2024 or August of 2025, contingent on contractor’s schedule and a conflicting project on 42nd St overpass bridge.

Funding:

The project will be funded by a combination of State Funds (Prairie Dog), Street Lighting Funds, and Special Assessments to the benefiting properties. Assessments will be applied per City policy.

Special Assessment District Information
All properties within the Special Assessment District will benefit from the infrastructure improvements and were determined through consideration of the longevity, consistency, and uniformity of benefiting properties within the City of Fargo. Special Assessments will be levied to each property in accordance with the City's Infrastructure Funding Policy and are subject to the approval of the Special Assessment Commission and the City Commission.


Purpose:

The purpose of the project is to correct deficiencies that have appeared over time. Joint and random spalls, longitudinal and transverse cracking, pavement blowouts, and pavement deterioration are present on these pavement sections. The proposed project will aid in extending the useful life of these arterial streets by restoring the pavement's structural integrity, therefore delaying future deterioration and improving ride quality. Sections of sidewalk along the arterial street system will also be updated to meet new standards for the Americans with Disabilities Act. In addition, the widening of 32nd Avenue from four to six through lanes will help alleviate traffic congestion, improve business access and reduce the potential for accidents.


Miscellaneous Info:

During concrete repair projects, crews remove the bad areas of the concrete pavement and replace the area with new concrete. Sections of the roadway will re-open to traffic once designed comprehensive strength has been achieved on the new concrete. There may be periods of time when workers are not present in the zone while concrete is curing over a period of time.
