Project Overview:

This project is for completing concrete pavement repairs and incidentals on on 13th Avenue South starting at 28th Street South continuing west to 38th Street South.

Impacts:

One lane of traffic in each direction on 13th Avenue will be maintained at all times. Traffic will initially be shifted to the inside lanes then shifted to the outside lanes. The north and south bound traffic movement at various intersections will be restricted or detoured at times. Sidewalks will be close at times to allow construction to take place.

  • Phase 1: Section of 13th Avenue from 38th Street to 36th Street - Up to 65 Days allowed for completing this section. This phase must be complete by mid-October of this year.
  • Phase 2: Section of 13th Avenue from 36th Street to 33rd Street - Up to 75 Days allowed for completing this section. This phase must be complete by mid-October of this year.
  • Phase 3: Section of 13th Avenue from 33rd Street to 28th Street - Up to 75 days allowed for completing this section. This phase must be completed no later than June of 2023; however, the contractor may elect to complete Phase 3 in 2022. If the Contractor starts work in Phase 3 in 2022, the work must be complete by mid-October of this year.

Purpose:

This purpose of this project is to correct deficiencies, which have appeared over the life of this 20-year-old concrete pavement. Joint and random spalls, longitudinal and transverse cracking, pavement blowouts, and pavement deterioration are present on these pavement sections. The proposed project will aid in extending the useful life of this pavement by replacing the deteriorated pavement and restoring its structural integrity, therefore delaying future deterioration and improving ride quality.

In addition to pavement repairs, the Contractor will also be replacing some sections of sidewalk that have become uneven or need to be updated to meet current standards for the Americans with Disabilities Act.

This project will also update the pedestrian push buttons to Accessible Pedestrian Signal push buttons. These APS buttons use audible tones to communicate when a pedestrian should cross the street.


Timeline:

It is anticipated that construction will begin in the spring of 2022 with substantial project completion currently scheduled for summer of 2023.

All affected roads will be reopened by late fall of 2022 and will remain open over the winter months until project construction resumes, weather permitting, in spring of 2023.


Funding:

This project will be funded with a combination of City Sales Tax Funds and Special Assessments to the benefiting properties.


Miscellaneous Info:

In CPR projects, crews remove the bad areas of the concrete pavement and replace the area with new concrete. Sections of the roadway will re-open to traffic once designed comprehensive strength has been achieved on the new concrete. There may be periods of time when workers are not present in the zone while concrete is curing over a period of time.
