What is Mass Appraisal?

Mass appraisal is the process of estimating the market value of a group of properties as of a common date using consistent methods, property information, and statistical analysis. The City of Fargo uses this approach to value properties for property tax purposes.

The Assessment Department analyzes sales and other market information to identify how factors such as location, property size, age, condition, and use affect value. These findings are applied to each property based on its individual characteristics.

Although properties are analyzed together, each receives its own estimated value. Mass appraisal helps ensure that similar properties are valued consistently while accounting for differences between them.
The department regularly compares assessed values with market sales to check accuracy and consistency. Property information and valuations are updated as needed to reflect changes in properties and the market.
