SA Commissioners Present: Dylan Dunn, Chairperson, Randy Engelstad, Steve Bladholm
City of Fargo Staff Present: Doug Durgin, Linda Stewart, Tom Knakmuhs, Dana Debele, Susan Thompson, Nikkie Gullickson, City Commissioner
Chairman Dylan Dunn called the hearing to order at 10:00 AM.
Chairman Dunn introduced the Special Assessment Commissioners and City of Fargo staff, and he gave a brief description of the hearing procedures.
BN-25-E, Utility & Paving – Selkirk Additions
Duncan Puffer, 6560 Selkirk Dr S, addressed the commission regarding the project. Mr. Duncan’s concern was that he was under the impression that he would not be assessed for any future projects within the Selkirk Developments
Doug Durgin, Special Assessment Coordinator, explained that the only portions of the construction that the Special Assessment Commission determined this property benefits from are the drain crossing and the shared use path.
Mr. Puffer indicated that he would like his concerns to be forwarded as a protest to the City Commission hearing on September 28, 2026.
BN-23-F, New Paving & Utility Construction – Dakota Commerce Center North Addition
Monte Routledge, 4251 48th Ave N, addressed the commission regarding the project. He wanted to know the terms of his deferral agreement.
Mr. Durgin asked Mr. Routledge to meet with him after the hearing to review his deferral agreement.
Mr. Routledge was satisfied with the explanation and did not wish to be listed as a protest.
NR-24-C, Storm Sewer Lift Station #7 Rehab/Reconstruction
Derek Christopherson Plaza, 3535 Main Avenue, addressed the commission regarding the project. He feels that his property is continually being assessed for improvements. He has put a lot of improvements into his property, including a parking lot, and feels like the expenses will never end. He was looking for clarity on the assessment.
Mr. Durgin explained to Mr. Christopherson that his storm sewer drains to lift station #7, which had some improvements to it. He assured Mr. Christopherson that his property is not getting duplicate assessments.
Mr. Christopherson was satisfied with the explanation and did not wish to be listed as a protest.
PN-25-A, Asphalt Wear Course, Various Locations
Jolene Greenheck, 3299 47 Ave S, did not wish to be heard by the Special Assessment Commission. She indicated she was in attendance to sit and listen.
Ms. Greenheck did not wish to be listed as a protest.
PR-25-E, Mill & Overlay, Various Locations
Glen Krogman, 1318 3 St N, addressed the commission regarding the Mill & Overlay project.
He indicated that he is a strong supporter of maintenance on city streets and special assessments. He appreciates the transparency. He wanted clarity on when the Mill and Overlay was completed, as he noticed a recent chip seal in his neighborhood.
City Engineer Tom Knakmuhs explained that after completion of a mill and overlay project, there will be a seal coat in approximately one year. He informed Mr. Krogman that mill and overlay projects are 50% assessed and 50% funded by sales tax. The following seal coat is funded 100%
Mr. Durgin confirmed the mill and overlay was completed in the summer of 2025, and the seal coat was completed in the summer of 2026
Mr. Krogman was satisfied with the explanation and did not wish to be listed as a protest.
On a motion by Steve Bladholm, seconded by Randy Engelstad, the hearing was adjourned at 10:25 AM.
