SA Commissioners Present: Randy Engelstad, Steve Bladholm, Dylan Dunn
City of Fargo Staff Present: Doug Durgin, Dana Debele, Thomas Knakmuhs, Linda Stewart, Nancy Morris, City Commissioner Michelle Turnberg
The meeting was called to order at 8:30 AM with all Special Assessment Commissioners in attendance.
Special Assessment Coordinator Doug Durgin informed the Commission that the City Commission has extended Randy Engelstad’s term on the Special Assessment Commission for 3 years.
The Commissioners reviewed New Project BR-25-H.
The Commission continued discussion from the May 20 meeting on how to determine the benefit to a property for various types of improvements. Commissioners explored the value of both tangible and intangible benefits related to sidewalks.
The amount of benefit determined by the commission for a typical lot size of 80’ x 150’ was:
• Sidewalks - $17,500
A motion was made by Commissioner Dylan Dunn, seconded by Randy Engelstad, and passed:
“To approve 'conservative' determination of actual present and future benefits as determined, taking into account the tangible and intangible benefits, and to direct staff to affirm that the value of the benefit exceeds the amount of assessment, as determined by a typical lot size of 80’ x 150’ for the following items.”
• Street Lighting - $126,200.00
• Structures - $2,237,769.60
• Railroad Crossing Improvements - $2,237,769.60
• Shared Use Paths - $17,500.00
• Special Trails - $17,500.00
• Pedestrian Cross Walk & other Safety - $465,000.00
• Traffic Calming - $465,000.00
• Traffic Signal - $475,250.00
• Sidewalks - $17,500
The Commissioners discussed additional benefit items, including railroad quiet zones, street amenities, and on-street bike facilities. No recommendations were made, and discussion will continue at the July meeting.
