Planning Commission - October 7, 2025 Minutes

The Regular Meeting of the Board of Planning Commissioners of the City of Fargo, North Dakota, was held in the Commission Chambers at City Hall at 3:00 p.m., Tuesday, October 7, 2025.

The Planning Commissioners present or absent were as follows:

Present: Maranda Tasa, Art Rosenberg (via conference call), Thomas Schmidt, Joseph Cecil, Tyler Mohs, Michael Betlock,

Absent: Amy Hass, Paul Gleye, Tracy Jordre, Brett Shewey, Scott Stofferahn

Chair Tasa called the meeting to order.

Business Items:
Item A: Approve Order of Agenda
Member Schmidt moved the Order of Agenda be approved as presented. Second by Member Mohs. All Members present voted aye and the motion was declared carried.

Item B: Minutes: Regular Meeting of September 4, 2025
Member Cecil moved the minutes of the September 4, 2025 Planning Commission meeting be approved. Second by Member Mohs. All Members present voted aye and the motion was declared carried.

Item C: Public Hearing Items:

Item 1: University South Sixth Addition
Hearing on an application requesting a Plat of University South Sixth Addition (Minor Subdivision) a replat of Lots 1 and 2, Block 1, University South Third Addition, to the City of Fargo, Cass County, North Dakota. (Located at 2253 and 2285 University Drive South) (Grove Enclave, Inc./Houston Engineering): APPROVED

Planning Coordinator Donald Kress presented the staff report stating all approval criteria have been met and staff is recommending approval.

Member Schmidt moved the findings and recommendations of staff be accepted and approval be recommended to the City Commission of the proposed Subdivision Plat University South Sixth Addition, as outlined within the staff report, as the proposal complies with the adopted Fargo Growth Plan 2024. The Standards of Article 20-06, Section 20-0907.B&C of the Land Development Code, and all other applicable requirements of the Land Development Code. Second by Member Mohs. On call of the roll Members Betlock, Rosenberg, Cecil, Schmidt, Mohs, and Tasa voted aye. Absent and not voting: Members Shewey, Gleye, Jordre, Stofferahn, and Hass. The motion was declared carried.

Item 2: Archer Place First Addition
Hearing on an application requesting a Plat of Archer Place First Addition (Minor Subdivision) a replat of Lot 10, Block 2, Selkirk Place First Addition, to the City of Fargo, Cass County, North Dakota. (Located at 3219 Archer Place South) (Rose Creek Development Corporation/Neset Land Surveys): APPROVED

Mr. Kress presented the staff report stating all approval criteria have been met and staff is recommending approval.

Member Schmidt moved the findings and recommendations of staff be accepted and approval be recommended to the City Commission of the proposed Subdivision Plat Archer Place First Addition, as outlined within the staff report, as the proposal complies with the Fargo Growth Plan 2024, the Standards of Article 20-06, Section 20-0907.B&C of the Land Development Code, and all other applicable requirements of the Land Development Code. Second by Member Cecil. On call of the roll Members Rosenberg, Betlock, Cecil, Mohs, Schmidt, and Tasa voted aye. Absent and not voting: Members Hass, Shewey, Gleye, Jordre, and Stofferahn. The motion was declared carried.

Item 3: Veterans Industrial Park Second Addition
Hearing on an application requesting a Plat of Veterans Industrial Park Second Addition (Minor Subdivision) a replat of Lots 5 and 6, Block 1, Veterans Industrial Park Addition, to the City of Fargo, Cass County, North Dakota. (Located at 5500 and 5600 23rd Avenue North) (Homeward Animal Shelter, Inc./Veterans Industrial Park, LLC/ Robert and Brenda Youness/EagleRidge Development): APPROVED

Planner Chelsea Levorsen presented the staff report stating all approval criteria have been met and staff is recommending approval.

Member Betlock moved the findings and recommendations of staff be accepted and approval be recommended to the City Commission of the proposed Subdivision Plat Veterans Industrial Park Second Addition, as outlined within the staff report, as the proposal complies with the Fargo Growth Plan 2024, the Standards of Article 20-06, Section 20-0907.B&C of the Land Development Code, and all other applicable requirements of the Land Development Code. Second by Member Mohs. On call of the roll Members Schmidt, Betlock, Cecil, Mohs, Rosenberg, and Tasa voted aye. Absent and not voting: Members Jordre, Stofferahn, Gleye, Shewey, and Hass. The motion was declared carried.

Item 4: Borg Addition
Hearing on an application requesting a Plat of Borg Addition (Major Subdivision) a plat of part of the Southeast Quarter of Section 2, Township 139 North, Range 49 West, of the Fifth Principal Meridian, to the City of Fargo, Cass County, North Dakota. (Located at 2502 7th Avenue North) (Borg Enterprises, LLC/MBN Engineering): APPROVED

Ms. Levorsen presented the staff report stating all approval criteria have been met and staff is recommending approval.

Member Schmidt moved the findings and recommendations of staff be accepted and approval be recommended to the City Commission of the proposed Subdivision Plat, Borg Addition, as outlined within the staff report, as the proposal complies with the Fargo Growth Plan 2024, the Standards of Article 20-06, Section 20-0907 of the Land Development Code, and all other applicable requirements of the Land Development Code. Second by Member Cecil. On call of the roll Members Schmidt, Mohs, Rosenberg, Betlock, Cecil, and Tasa voted aye. Absent and not voting: Gleye, Hass, Stofferahn, Jordre, and Shewey. The motion was declared carried.

Item 5: RLN Business Park Third Addition
5a. Hearing on an application requesting a Zoning Change from LI, Limited Industrial and AG, Agricultural to LI, Limited Industrial, and P/I, Public and Institutional on the proposed RLN Business Park Third Addition. (Located at 4583 33rd Street North and 3108 46th Avenue North) (RLN Business Park, LLC/Lowry Engineering): APPROVED

5b. Hearing on an application requesting a Plat of RLN Business Park Third Addition (Major Subdivision) a plat of part of the Northwest Quarter of the Southeast Quarter of Section 14, Township 140 North, Range 49 West, and a replat of Lots 4-6, Block 1, RLN Business Park Second Addition, to the City of Fargo, Cass County, North Dakota, and a vacation of a portion of 46th Avenue North right-of-way. (Located at 4583 33rd Street North and 3108 46th Avenue North) (RLN Business Park, LLC/Lowry Engineering): APPROVED

Assistant Planner Alayna Espeseth presented the staff report stating all approval criteria have been met and staff is recommending approval.

Member Schmidt moved the findings and recommendations of staff be accepted and approval be recommended to the City Commission of the proposed 1) Zoning Change from LI, Limited Industrial and AG, Agricultural to LI, Limited Industrial and P/I, Public and Institutional, and 2) Subdivision Plat RLN Business Park Third Addition (including the right-of-way vacation) as outlined within the staff report, as the proposal complies with the Fargo Growth Plan 2024, the Standards of Article 20-06, Section 20-0907 of the Land Development Code, and all other applicable requirements of the Land Development Code. Second by Member Mohs. On call of the roll Members Mohs, Cecil, Schmidt, Betlock, Rosenberg, and Tasa voted aye. Absent and not voting: Members Jordre, Hass, Shewey, Gleye, and Stofferahn. The motion was declared carried.

Director of Planning and Development Nicole Crutchfield shared that the czb consultants for the Land Development Code will be back in Fargo the first week in November. She also noted the intent to hold a first hour meeting with Planning Commissioners prior to the November Planning Commission meeting.
