1. Approval of Minutes
The minutes from the March 18,2026 regular meeting were presented for approval.

2. Proposed Alcohol Beverage License – Hector International Airport
Presentation by Angie Bear and Attorney Stacey Bossart
• Sky Dine, the current airport liquor license holder, seeks to expand its serving area to allow beverages to be taken throughout the post-security concourse.
• The city does not currently have an airport-specific license class. A tailored Class A Airport License was drafted based on the existing Stadium License.
• The proposed license would cover the entire second floor post-security area.
• Key provisions of the draft license include:
o Alcohol may be consumed only in concourse/gate hold areas.
o Alcohol-free zones would include bathrooms, children’s areas, sensory rooms, nursing rooms, service animal relief areas, and TSA checkpoint areas.
o Minors allowed in concourse; restrictions apply near the bar rail.
o No glassware may leave the bar area; plastic cups required.
o Sales limited to two alcoholic beverages per person.
o All state and local regulations must be followed.
o Sky Dine emphasizes responsibility and compliance.
Discussion Highlights
• Board members expressed concerns about:
o Monitoring such a large area for alcohol compliance.
o Preventing alcohol brought in by passengers.
o Adequate staffing and visibility across the concourse.
o Ensuring minors are not served and preventing overservice.
o Liability for Sky Dine and the City.
• Sky Dine stated:
o Staff would regularly traverse the concourse.
o They would work with airport administration to determine needed staffing levels.
o They recognize increased staffing and possible dedicated security may be required.
Next Steps
• The Liquor Control Board requested:
o A detailed monitoring and staffing plan from Sky Dine.
o Clarification regarding food service, bar layout, and minor-access rules.
o Continued collaboration between Sky Dine, Airport Authority, City Attorney, Police Department, and Liquor Control staff.
• The item will be continued to the next meeting.
3. Police Department Monthly Report
The Police Department provided reports for March and April due to no April meeting.
March Report
• 11 employee-initiated checks
• 5 officer-initiated checks
• 11 citizen complaints
• No concerning patterns noted.
April Report
• 11 employee-initiated checks
• 3 officer-initiated checks
• 13 citizen complaints
• No concerning trends identified.
Additional Notes
• Increased activity typical for warmer months.
• Officers improving documentation quality.
• Discussion regarding security staff at establishments possessing tasers or stun devices.
o Tasers (projectile type) classified as dangerous weapons and prohibited in bars.
o Stun guns (contact type) also prohibited.
o Police encourage establishments to call law enforcement rather than use such devices.
