Nelson stated he is concerned these types of licenses are becoming too common and would like to see more control when issuing.

3. Police Department Monthly Report
a. General Report presented by Chief Zibolski, working on a potential over serving issue at Duffy’s from a May, and a potential over serving issue at Fort Nok’s in June.
4. Other Items
a. Discussion regarding Board Members Stibbe's proposal to Waive Compliance failure penalty if licensee agrees to use a city provided ID scanner for 6 months. Request to have City Attorney review the Ordinance.
Stibbe made the Motion to have City Commission direct the City Attorney to update the Ordinance adding the option to use an ID scanner for 6 months, or pay a monetary compliance failure fine.

Fargo Public Health administered a compliance check and the server failed

c. Server Training Failures –70 license holders were audited, 37 license holders were 100% compliant, 33 licenses were non-compliant, 23 of those had more than half of their staff server trained and they reached out to Sprague to discuss the circumstances.
10 license holders that should be fined.
City Attorney stated that finding the fine as of today’s date would eliminate those that are now in compliance.
i. Review audit procedures 1st time for having audit company do the server training.

Board member from El Zagal commented on their audit, previous bar manager had retired and they were in the process of replacing them.
Assistant general manager from the Crooked Pint commented on their audit, they are working with the corporate office to have server training as part of their training.
General manager from the Blarney Stone commented on their audit, he met with the person from Brady Martz in October and he was under the understanding the they would have until November to have everyone server trained.
Motion to give Steve the chance to discuss with those 10 licensees and if they are compliant as of 7/17/24 they will not be fined Nelson

49 1st Quarter renewals went out and 18 have been returned
