2. Review Liquor Applications
a. Herd & Horns – FA license – Ownership change Presented by Sprague one of the owners is bringing their wife in and change to a corporation, no change in daily operations. No past issues with compliance checks on food sales, server training is current.

b. Milk Made LLC d/b/a Milk Made– Class GH Presented by Bear, Beer and Wine, no physical bar, food sales must exceed alcohol sales, no background issues. Applicant, Megan Lewis was present, business hours are Friday, 11am-6pm, Saturday 10am-3pm, 80% is catering, will do mostly classes and education for wine and cheese pairing. Began operating out of Square Kitchen.

3. Police Department Monthly Report
a. General Report Presented by Chief Zibolski following up on calls from O’Cleavys and Ramada.
4. Other Items
a. Other – De-Escalation Training with ND Safety Counsel – January 24 2024, located at Sky Commons – limited to 50 per session, two sessions – cost $30 per person Presented by Sprague still have openings available, hopeful the attendance will increase by the date of training. Piepkorn asked if the City could assist with people that aren’t able to afford the class, Sprague suggested making a budget request for next year to include funds to help with training.
b. Presentation on forensic scanners- Tom Volk – ND Behavioral Health 32% of youth under the age of 21 are using fake IDs, leading to consequences such as sexual assaults, physical fights, car crashes and addiction. Volk stated he believes it is even higher than 32%.
Displayed a bar code scanner and a forensic scanner. The bar code scanners are no longer detecting the new fake IDs, began using the forensic scanner that does a 40-50 point inspection on ID, 3-4 seconds determines with 98% accuracy. Grand Forks and Bismarck have been using the pilot programs that circulate forensic scanners purchased by the State through a grant. Bismarck has been using for a year and Grand Forks for 6 years (346 fake IDs confiscated in 6 months).
Piepkorn would like to see this as a pilot program and voluntary participation.
Robyn Litke stated that Fargo Cass Public Health does currently have two forensic scanners available for loan. There is currently a 3 year grant available to purchase more.
