Class O license operates as a winemaker and/or vendor that allows only manufacturing and sampling, no direct sales allowed. Using kitchen space at Milk Made, this will not affect the license for Milk Made, a new map was provided showing the two separate businesses.

c. Transfer a Class A from Jones Enterprises d/b/a Slammers to Jones Enterprises d/b/a Excalibur Entertainment located at 707 28th Ave N

Class A is full bar-no food requirements.
Former Red River Lanes and Slammers Bar that has new investors and is re-branding as a Family Entertainment Center which will include different types of bowling, arcade games and snack bar. They have removed a couple of lanes and are putting in an entertainment facility. The facility will be the only one in north Fargo and caters to all age groups.
There was an issue with the first manager listed, a second manager was presented and cleared the background check.

d. Transfer a Class GH from Slice LLC d/b/a Duane’s House of Pizza to Blarney Stone Pub LLC d/b/a Duane’s House of Pizza – located at 1629 University Drive South

Class GH is wine and beer with 50% required food sales
Slice LLC sold to Blarney Stone Pub LLC. Blarney Stone Pub also bought all rights for Duane’s recipes. This will have no effect on the the Soutown Pourhouse license.

3. Police Department Monthly Report
a. General Report for July 2024 presented by Captain Matt Christensen, 3 different calls to Cairo, mostly related to making sure they are following the Ordinance on times they can serve alcohol versus food. A liaison will be assigned to this establishment.
Duffy’s had an overserving issue, an employee called to make the report. Currently waiting for video and still investigating.
Nelson asked City Attorney Nancy Morris if there is a law that allows businesses to operate as a restaurant after 2am. City Attorney Nancy Morris responded that if the establishment has an FA license they are allowed to operate as a restaurant after 2am, no alcohol can be served.
