Human Rights Commission Meeting Minutes - February 17, 2022
The Regular Meeting of the Board of Human Relations Commissioners of the City of Fargo, North Dakota, was held in the Commission Chambers at City Hall at 12:00 p.m., Thursday, February 17, 2022.
The Human Relations Commissioners present or absent were as follows:
Present: Carolyn Becraft (via conference call), Sarah Boonstoppel, Hamida Dakane, Jed Locquiao, Barry Nelson, Ahmed Shiil.
Absent: Abdiwali Sharif-Abdinasir, Matuor Alier, Nancy Boyle, Cheryl Schaefle, Cody Severson.
Item 1. Welcome and Introductions
Barry Nelson welcomed Members to the meeting and introductions were made.
Item 2. Approve Order of Agenda
Member Becraft moved the Order of Agenda be approved as presented. Second by Member Shiil. All Members present voted aye and the motion was declared carried.
Item 3. Approve Order of Minutes
Member Becraft moved the minutes of the December 16, 2021 Human Relations Commission meeting be approved as presented. Second by Member Dakane. All Members present voted aye and the motion was declared carried.

Item 5. Martin Luther King, Jr. Day Discussion
Terry Hogan commended Faith Dixon, Fred Edwards and the ND Human Rights Coalition for a splendid job on the MLK event. He said he will be taking over the MLK event starting next year and would like to begin the planning process now.
Item 6. Legal Karma Update
This item was deferred until the next meeting.
Item 7. Staff Updates
Jamie Garvey said he was asked at the last meeting about demographic information and said they do not collect that information.
Cristie Jacobsen provided an update on the Police Advisory and Oversight Board.
Item 8. Announcements
Barry said the City of Grand Forks is in the process of implementing a Hate Crime Ordinance. He also congratulated Faith4Hope on their opening of a new facility.
