Civil Service Commission
This Commission aims to ensure that all employees of the City of Fargo receive fair and equal treatment.
The Commission hears appeals on disciplinary cases, investigates complaints related to employment administration, and presents proposed employment rules and regulations to the Fargo City Commission for approval.
The Civil Service Commission is comprised of five members appointed by the City Commission for three-year terms.
Article 7-02 of The Fargo Municipal Code deals with creation of a five-member Civil Service Commission, qualifications and terms of members, general duties, etc. 7-0202 states members shall be citizens and qualified electors of the City of Fargo and “no person shall be eligible to be a member of such commission if he is a member of any local, state or national political party committee; or if he is a candidate for or holds any elective public office; or if at any time within one year immediately preceding the date of appointment to such commission, he has been a member of any such committee, or been a candidate for or held any such public office.”
7-0206 outlines the duties of the board which include: present to the Board of City Commissioners such rules and regulations as they may deem necessary for the administration of Chapter 7; to hear appeals of disciplinary matters as provided in Chapter 7; to make investigations, either on complaint or on its own motion, concerning any matters touching the administration of Chapter 7 and otherwise represent the public interest in the improvement of personnel administration and the protection of the merit principle; and to make an annual report on its activities, together with recommendations for improvement of the civil service system and to make any special analysis or reports requested by the City Commission.
Presenting a Matter to Commissioners
Employees who want to have a matter heard by the commission can contact the Human Resources office to ask that the matter be placed on the next meeting's agenda.
If an employee is not satisfied with the decision of the Civil Service Commission, she/he has the right to present the matter to the Fargo City Commission for consideration and determination.
Meeting Information
The Civil Service Commission meets on the second Tuesday of each month at 8:30 a.m. in the City Commission Room at 225 4th St N., Fargo, ND.
Meetings are cancelled if there are no matters to be heard by the Commission.
