Fargo currently has a commission system of government consisting of five commissioners, all of whom are elected at large. One commissioner serves as Mayor; however, the Mayor and the remaining four commissioners each possess one equal vote on all matters before the City Commission.

The Petition proposed changing the form of government to a council form of government. Under the proposed council form of government, six council members would be elected from six wards and a mayor would be elected at large. Unlike the current commission form of government, the mayor generally would not vote on matters before the council except to break a tie, but would possess the authority to veto ordinances and resolutions adopted by the council. Any such veto could be overridden by a two-thirds vote of the council members.
