Project Overview:

This project is part of the City's annual infrastructure improvement efforts and impacts multiple areas of Fargo each construction season. Seal coat projects extend the life of asphalt pavement and provide a more traffic and weather resistant surface. It involves spraying an asphalt emulsion on the pavement surface, immediately followed by a rock chip application that is embedded into the emulsion. The 2024 project will take place in multiple locations throughout the City.


Impacts:

Traffic will be maintained during construction, but short-term lane closures and parking restrictions are required to safely accommodate construction activity.

Asphalt Preservation Company, Inc.


Timeline:

This project is scheduled to start in the spring/early summer of 2024 and be completed by the fall of 2024.


Funding:

A typical asphalt road will experience three seal coat applications throughout its lifespan, applied approximately every eight years. The first seal coat application is 100% funded through Special Assessments while the remaining projects are 100% City funded. There are Twelve sections of the City that are scheduled for a routine seal coat application. Nine sections of the City will have their first seal coat application (Sections 2.1 – 2.9).

Below is the typical timeline for asphalt roadway construction and maintenance:

  • Road Built/Reconstructed and Wear Course (Top Layer of Asphalt) Installed
  • Year 2: Seal Coat (100% Assessed) Applied
  • Year 10: Seal Coat (100% City Funded) Applied
  • Year 18: Seal Coat or Mill & Overlay, Depending on Asphalt Condition (100% City Funded)
  • Year 25: Mill & Overlay (50% Assessed/50% City Funded)

Purpose:

The annual seal coat project extends the pavement life of our City streets and helps prevent future wear from weather and traffic. This preventative maintenance ultimately saves residents and the City money, time, and resources.
