MINUTES OF THE FARGO DOME AUTHORITY MEETING

A regular meeting of the Fargo Dome Authority was held on Tuesday, August 27, 2019 at 3:30 p.m. in the FARGODOME Conference Room with President Troy Goergen presiding.

Members present: President Troy Goergen, Blake Nelson, Nancy Jordheim, Michael Ellingson and Dan Armbrust.
Members absent: David Suppes and Vern Bennett.
Others present: Ryan Green – City of Fargo; Sarah Dykema, Director of Marketing – FARGODOME; Bernie Larson, Assistant General Manager – FARGODOME; Amanda Muellenbach, Administrative and Auxiliary Services Manager – FARGODOME; Susan Thompson, Director of Finance – FARGODOME and Rob Sobolik, General Manager – FARGODOME.
Media present: Barry Amundson – The Forum.
President Troy Goergen called the meeting to order at 3:32 p.m.

Mike Ellingson made a motion, seconded by Nancy Jordheim, to approve the agenda of the August 27, 2019 Fargo Dome Authority meeting as presented. Motion carried.

Blake Nelson made a motion, seconded by Mike Ellingson, to approve the minutes from the July 30, 2019 Fargo Dome Authority meeting. Motion carried.

Catering Application - Mosaic Catering by Delta Marriott Fargo:
The Authority reviewed the catering application from Mosaic Catering by Delta Marriott Fargo.
Nancy Jordheim made a motion, seconded by Dan Armbrust, to approve the catering application from Mosaic Catering by Delta Marriott Fargo as presented.
On call of the roll, Armbrust, Ellingson, Goergen, Jordheim and Nelson voted aye. Absent and not voting: Bennett and Suppes.
The motion was declared carried.

Rob Sobolik presented the General Manager's report as follows:
Year-to-Date Net Income through July is stated at $339,764, which is a positive variance (to budget) of $81,457.
Upon review, Blake Nelson made a motion, seconded by Dan Armbrust, to approve the July financial statements as presented.
On call of the roll, Armbrust, Ellingson, Goergen, Jordheim and Nelson voted aye.
Absent and not voting: Bennett and Suppes.
The motion was declared carried.

Blake Nelson presented the Fargo Dome Authority Building and Finance Committee report.
The Fargo Dome Authority Building and Finance Committees met on Wednesday, August 21, 2019. Items discussed included:
July 2019 Financial Statements:
The July 2019 Financial Statements were approved by the Finance Committee at the meeting on August 21, 2019.

Project Updates:
Family Restroom/Nursing Room Project: Rob updated the committee on the timeline for the Family Restroom/Nursing Room project. The project is scheduled to be completed by the first week in October.

Sport Court/Modular Flooring: FARGODOME sent out a RFP for modular flooring (approximately 18,400sf) that will be used for State Volleyball Tournaments and State Wrestling Tournaments and received three bids back. The bids received were from Dakota Playground, Sport Court of ND and Snap Sports. The low bid was Snap Sports at $72,632 with Dakota Playground coming in second lowest at $85,560. The original estimated cost for this flooring was approximately $100,000. The Metro Tournament Committee has committed to paying for $30,000 of the flooring. Rob requested a motion to move forward with Snap Sports, but to allow Dakota Playground if any disqualifications are found with Snap Sports.
The Finance Committee and Building Committee each accepted a motion to approve the above requested motion.

Escrow Balance & Performance Reports:
The FARGODOME permanent fund performance, year-to-date, through May 2019 is 1.07%. Please see attachments.

Additional Items:
City Copier Contract: FARGODOME has three main copier machines with three different companies and contract end dates. FARGODOME would like to consolidate to one company. It was brought to our attention that the City of Fargo has recently done an RFP for copiers and has moved forward with Advanced Business Methods. Please see attached cost comparison for the current contract rates and estimated cost if FARGODOME were to go with Advanced Business Methods. Susan requested a motion to allow FARGODOME to piggyback on City of Fargo’s 7/16/2018 RFP18205 with Advance Business Methods for office copiers.
The Finance Committee accepted a motion, to approve the above requested motion.

Resolution Regarding Banking Authorizations: Susan presented the bank authorization process that is currently in place. Please see attachments.
The Finance Committee accepted a motion to approve the bank signing process as presented.

Building Generator: Rob updated the committee on some issues the building has been having with the generator and power being cut off to the building. FARGODOME is working with Xcel Energy to resolve these issues.

Blake Nelson made a motion to approve the Building and Finance Committee report as presented.
On call of the roll, Armbrust, Ellingson, Goergen, Jordheim and Nelson voted aye.
Absent and not voting: Bennett and Suppes.
The motion was declared carried.
The next Fargo Dome Authority meeting will be on September 24, 2019 at 3:30 p.m. There being no further business, the meeting was adjourned at 3:48 p.m.
