Chairperson, Clay Dietrich, called the meeting to order.

Item 1 – Approve the Minutes of the October 18, 2018 meeting.

Justin Schoenberg motioned to approve the minutes of the October 18, 2018 meeting. Mike Wild seconded the motion. All members present voted aye, and the motion was declared carried.

Item 2 – Unfinished Business. There was no unfinished business to report.

Item 3 – New Business

a). Review of International Residential Code, Chapters 7-10.

City of Fargo Residential Building Inspector, Luke Olson, presented chapters 7-10 of the 2018 International Residential Code to the board.

Section R702.2.1 Added compliance standard ASTM C841 and C842.

Section R702.1(3) Added more varieties of cementitious materials to the table under “Portland Cement and Hydraulic Cement”. Values remain the same.

Section R702.3.1 Added compliance standard C1766.

Section R702.3.1.1 Section added “Adhesives”. Section has been broken out and references Table R702.3.5.

Section R702.3.3 Added compliance standard AISI S240 instead of AISI S200.

Section R702.7.3 Added: “Vinyl Polypropylene Siding”.

Section R703.1.1 Changed “exterior veneer” to “exterior cladding”, and updated code reference section.

Section R703.1.2 Added the word “soffit” to the materials to be rated by ASTM E330. Change appears in three locations in this paragraph.

Section R703.2 Changed the value of “such felt materials” to more specific No.15 Asphalt Felt. Removed the sentence that states, “the water-resistive barrier is not required for detached accessory buildings”.

Section R703.3 Changed section name to: “Wall covering nominal thickness and attachments (added the wall-covering prefix)”. In addition, updated section reference number.

Section R703.3.1 Added section, “Soffit Installation” which states the soffits shall comply with Sections R703.3.1.1, R703.3.1.2 or the manufacturer’s installation instructions.

Section R703.3.1.1 Added section, “Wood structural panel soffit”.

Section R703.3.1.2 Added section, “Vinyl soffit panels”, which was moved from IRC 2015 Section R703.11.1.4. Also added “at fascia and wall ends and to intermediate nailing strips as necessary to ensure that there is no unsupported span greater than 16 inches (406 mm)”.

Section R703.3.2 Updated section reference numbers due to moved section. Also added “soffits and walls” to the wind pressure requirements of Table R703.3.2.

Luke Olson stated that this might have been due to a report from Hurricane Charley, stating widespread damage to soffit installation and design loads on soffits. Manufactures installation requirements are changing to reflect these requirements. This area will benefit due to straight-line winds.

Section R703.3.3 Added to description “and roof overhang soffits”.

Section R703.7 Added the word “stucco” to the section name

Section R703.7.1 Exception added; “lath is not required over masonry, cast in place concrete, precast concrete or stone substrates prepared in accordance with ASTM C1063”.

Section R703.7.2 A previous amendment was added to the end of this section which reads: “Approved decorative coatings applied to a concrete or masonry surface shall be installed in accordance with the manufactures installation instructions.” The coatings were addressed in the 2018 International Residential Code, and therefore, staff recommends deleting the existing local AMENDMENT in its entirety.

Section R703.7.2 Added ASTM C926 as the compliance standard detailing masonry cement, portland cement, blended hydraulic cement, hydraulic cement, and plastic manufacturer installation requirements.

Section R703.7.3 Updated section reference number to R703.4.

Section R703.8.4 Updated section reference number to R703.8.4(1) and added text: “For masonry veneer tie attachment through insulating sheathing not greater than 2 inches in thickness to not less than 7/16 performance category wood structural panel, see R703.8.4(2)”. Allows the masonry veneer to attach through insulation into the underlying wood structural panels, attachment must follow Table R703.8.4(2). Using this method, additional framing for siding required mostly around windows and doors. This method minimizes materials required for framing, but can add studs for required sheathing attachment.

Section R703.8.4(1) Table, added footnote (c): “c. an airspace that provides drainage shall be permitted to contain mortar from construction”. This change is from real world applications, realizing that while installing brick, the area behind will never be completely free from mortar overspill. This also goes along with stating there can be some mortar from construction, as long as there can be drainage from water/moisture in the airspace.

Justin Schoenberg inquired of a specific percentage of mortar is allowed. Luke Olson stated that there is no clarification on percentage as long as adequate water drainage is promoted. He furthered that this section is open to interpretation. Clay Dietrich stated that he felt that this could be an after the fact issue: Justin Schoenberg inquired if the section should be amended to require a specific percentage. Christine Rose stated that staff would review the section and provide a recommendation during the December Board of Appeals meeting.

Table R703.8.4(2) New table added: “Required Brick Tie Spacing For Direct Application To Wood Structural Panel Sheathing”.

Section R703.11.2 Changed section name to: “Installation over foam plastic sheathing”. Changed the rest of the sentence to reflect the new title name. Two new exceptions were added referring to Vinyl Siding, and Foam Plastic Sheathing, along with installation requirements. The section was changed to reflect changes in Section R316.8 to reflect foam sheathing wind pressure resistance.

Table R703.11.2 A new table has been added: “Adjusted Minimum Design Wind Pressure Requirement for Vinyl Siding”.

Section R703.14 Added section reference number to R703.14.2 and R703.14.3.

Section R703.14.3 A new section has been added: “Flame Spread Index” which states that materials must comply with ASTM E84 or UL 723.

Table R703.15.1 Some values of maximum thickness of foam sheathing have been adjusted (tenths of an inch, .00).

Section R801.3 Italicized “expansive soils” and “collapsible soils”. Added definition in Chapter 2.

Section R802.1.2 Added ANSI 117 to compliance standards.

Section R802.1.5.4 Added section reference number to R802.1.1 and R803.2.1. Every piece of fire-retardant-treated lumber and every fire-retardant-treated wood structural panel is required to have a label with specific pieces of information.

1. The identification mark of the approved agency in accordance with Section 1703.5 of the IBC.
2. Identification of the treating manufacture.
3. The name of the fire-retardant treatment.
4. The species of wood treated.
5. Flame spread index and smoke-development index.
6. Method of drying after treatment.
7. Conformance to applicable standards in accordance with Sections R802.1.5.5 through R802.1.5.10.
8. For Fire-Retardant-Treated-Wood exposed to weather, or a damp/wet location, the words: “No increase in the listed classification when subjected to the standard rain test (ASTM D 2898).”

Section R802 Roof Framing has been divided into three separate sections to make it easier to read and identify, roof ridges, rafters, and ceiling joists.

Section R802.1.8 Added Section: “Prefabricated wood I-Joists”, which states that they should be manufactured and installed per ASTM D5055.

Section R802.2 Removed the wording referring to roofs having a minimum slope of 3 units vertical and 12 units horizontal. The roof designs and construction now refer to all roof pitches. New wording has been added: “The roof and ceiling assembly shall provide continuous ties across the structure to prevent roof thrust from being applied to the supporting walls”. Removed table reference R602.3(1).

Section R802.3 Added section: “Ridge”. The description existed in the 2015 International Residential Code but was mixed into another paragraph. The description is now separated and easy to locate.

Section R802.4 Added section: “Rafters”. The description existed in the 2015 International Residential Code but was mixed into another paragraph. The wording states that rafters shall be in accordance with this section.

Section R802.4.1 Added section: “Rafter Size”. The description existed in the 2015 International Residential Code but was mixed into another paragraph. The measuring of rafter spans is now easier to interpret: “Rafter spans shall be measured along the horizontal projection of the rafter”.

Section R802.4.3 Added section: “Hips and Valleys”. This section states that hip and valley rafters shall be not less than 2 inches nominal in thickness and not less in depth than the cut end of the rafter.

Section R802.4.4 Added section: “Rafter Supports”. This section states, “where the roof pitch is less than 3:12, structural members that support rafters, such as ridges, hips and valleys, shall be designed as beams, and bearing shall be provided for rafters in accordance with Section R802.6”.

Section R802.4.6 Added section: “Collar Ties”. This section states when and where they are required. This information was listed in the 2015 International Residential Code, just mixed into another paragraph.

Section R802.5 Added section: “Ceiling Joists”. This section states how the ceiling joist shall be installed and referring to the correct section number for span lengths. This information was listed in the 2015 International Residential Code, just mixed into another paragraph.

Section R802.5.1 Added section: “Ceiling Joists Size”. This section states how they shall be installed and referring to the correct section number for span lengths. This information was listed in the 2015 International Residential Code, just mixed into another paragraph.

Section R802.5.2 Added section: “Ceiling Joists and Rafter Connections”. This section states how they shall be installed per the design category. This information was listed in the 2015 International Residential Code, just mixed into another paragraph.

Section R802.5.2.1 Ceiling Joists Lapped. Added requirements for Wood Structural Panel Roof Sheathing which states, “in accordance with Table R503.2.1.1(1) shall not cantilever more than 9 inches beyond the gable end wall unless supported by the gable overhang framing.”

Section R802.5.2.2 Added rafter tie requirements and section reference R802.5.2.

Section R802.5.2.3 Added wording which states, “Blocking shall be not less than utility grade lumber”.

Section R803.2.3 Added requirements for wood structural panel roof sheathing which states, “Wood structural panel roof sheathing in accordance with Table R503.2.1.1(1) shall not cantilever more than 9 inches beyond the gable endwall unless supported by the gable overhang framing.”

Section R804.1.1 Changed ultimate design wind speed to say less than 140MPH (changed from 139 MPH).

Table R804.1.1(1) Table, modified some of the spans of steel ceiling joists. Some spans increased by an inch or two some decreased by an inch or two. Added footnote (d) that lists the 4 steel members that this table does not pertain to.

Table R804.3.1.1(2) Table, modified some of the spans of steel ceiling joists. Some spans increased by an inch or two some decreased by an inch or two. Added footnote (d) that lists the 4 steel members that this table does not pertain to.

Table R804.3.2.1(1) Some of the spans of steel ceiling joists were modified. Some spans increased by an inch or two, some decreased by an inch or two.

Table R804.3.2.1(2) Reorganized table. Increased the values for the ultimate wind speed. The ultimate design wind speed to equivalent snow load conversion values remained the same.

Section R804.3.6 Roof Trusses. Changed requirements to AISI S240 from AISI S100.

Table R804.3.7.1 Ultimate wind speed values increased, as well as the minimum diagram length.

Section R806.1 – Previous Amendment
Ventilation required was amended in the 2015 International Residential Code. This section will not be amended for the 2018 International Residential Code. The 2015 exception stated, “Exception: Attic ventilation shall not be required when determined to not be necessary by the building official due to atmospheric or climatic conditions.” Staff recommends deleting the existing local AMENDMENT in its entirety.

Section R806.1 Added the material “perforated vinyl” as an acceptable material. Added the text “shall be protected to prevent the entry of birds, rodents, snakes and other similar creatures”.

Section R806.2 Clarification has been added for minimum vent area, net free ventilation may be less than 1/150 only if both required conditions are met. Lower vents must be located in the bottom third of the attic space. Added the term “both” requiring that “both” of the conditions are met, changed from “one or more”. Added text, “the balance of the required ventilation provided shall be located in the top one-third of the attic space”.

Section R806.3 Added “blocking” and “bridging”, two additional things that should not block the flow of air through air vents.

Section R806.5 Column was simplified and states what sections the insulation shall comply with. Added requirements for climate zones 1, 2 and 3. Fargo, ND falls under climate zone 7.

Section R806.5(5.1.2) Specified location of air permeable insulation requirements when it is installed “directly below the structural sheathing…”.

Section R806 (5.2) Added Section R806.5 (5.2.1-5.2.10) describing if air permeable insulation is installed in climate zones 1, 2 or 3 and the requirements that unvented attics shall meet.

Section R807.1 Changed the allowable location of an attic access to a hallway or other location with ready access (changed from readily accessible location).

Section R902.4 Italicized “photovoltaic panel systems”. Added definition in Chapter 2.

Section R905.1.1 Italicized “photovoltaic shingles”. Added definition in Chapter 2.

Table R905.1.1(1) Updated types and standards from ASTM that are allowed for underlayment types where the ultimate wind speed design is over 140MPH. Revised for consistency along with other roofing materials.

Section R905.1.1 Added Exceptions 3.3 and 3.4, stating the size of fasteners that are required to fasten underlayment when 2 layers are installed, as per ASTM requirements.

Section R905.2.4.1 Added text, “Asphalt shingle packaging shall bear a label to indicate compliance with ASTM D3161 and the requirement classification in Table R905.2.4.1”.

Section R905.2.5 – Previous Amendment
Previous amendment added the words “Complying with” and removed the words “fasteners shall comply with ASTM F 1667”. The 2018 International Residential Code reflects those changes. We would also like to remove the words “or other fasteners as approved by the building official and shingle manufacture” from the old pre 2015 amendment. Section R905.2.6 states that shingles shall have fasteners required by the manufacture’s approved installation instructions. Staff recommends deleting the existing local AMENDMENT in its entirety.

Section R905.2.6 Italicized text: “approved”. Added definition in Chapter 2.

Table R905.8.5 Updated section reference number from 5.6 to 4.6.

New definition has been added for “Building-integrated Photovoltaic Roof Panel (BIPV Roof Panel): A photovoltaic panel that functions as a component of the building envelope. BIPV are larger than shingles, and their wind resistance is determined by UL1897, uplift tests for roof covering systems.”

Table R906.2 Added “Mineral Wool Board” as a type of material standard for roof insulation.

Section R907.1 Added the word “panel”, to Photovoltaic Panel Systems.

Section R908 – Previously Amended Staff recommends deleting the existing local AMENDEMENT in its entirety. Staff would like to delete this current amendment from moving Section R908 Reroofing, to the appendices (Appendix R). We would like to leave Section R908, where it is with no amendment, for clarity.

Section R908.3.1 Italicized, “Roof Coating”. Added definition in Chapter 2. Added metal roof panel, metal roof shingle, mineral surfaced roll roofing, built-up roof, modified bitumen roofing, thermoset and thermoplastic single ply roofing. Where permits are required, under these new conditions.

Section R900 – Rooftop-Mounted Photovoltaic Panel Systems.
Removed Section to R907 in the 2018 International Residential Code.

Section R1001.2.1 Added a definition for the word “access” and rearranged the sentence.

Section R1003.9.2 Added a definition for the word “access” and rearranged the sentence.

Section R1005.8 New Section added, “Insulation shield”. Where factory built chimneys pass through insulated assemblies, an insulation shield constructed of steel having a minimum thickness of 0.0187 inches (26 Gage) shall be installed to provide clearance between the chimney and the insulation material. The clearance shall not be less than the clearance to combustibles specified by the chimneys manufacture’s installation instructions. Where chimneys pass through attic space, the shield shall terminate not less than 2 inches above the insulation materials and shall be secured in place to prevent displacement. Insulation shields provided as part of a listed chimney system shall be installed in accordance with the manufactures installation instructions.

b). Review of International Fire Code, All Chapters.

City of Fargo Fire Marshall, Ryan Erickson, presented All chapters of the of the International Fire Code to the board.

Section 101.1 These regulations shall be known as the Fire Code of [NAME OF JURISDICTION] the City of Fargo, hereinafter referred to as “this code.”

Section 102.1(3) Subsection 3 is hereby deleted in its entirety. Existing buildings that were compliant with the code at the time they were constructed will not be required to be retrofitted with additional requirements at this time.

Section 102.3 Clarification for a change of use. References International Existing Building Code instead of IBC. Language was further clarified by moving text to an exception.

Section 102.5 Summary: . . .construction permits required by Section 105.7 of this code shall apply.

Section 102.6 The provisions of this code relating to the construction, alteration, repair, enlargement, restoration, relocation or moving of buildings or structures shall not be mandatory for existing buildings or structures identified and classified by the state or local jurisdiction as historic buildings where such buildings or structures do not constitute a distinct hazard to life or property. Fire protection in designated historic buildings shall be provided with an approved fire protection plan. as required in Section 1103.1.1. Section 1103.1.1 was deleted to coincide with amendment NN.

Section 103.4
A. Summary: The fire code official, member of the board of appeals, officer or employee charged with the enforcement of this code, while acting for the jurisdiction, in good faith and without malice in the discharge of the duties required by this code or other pertinent law or ordinance, shall not thereby be rendered civilly or criminally liable personally, and is hereby relieved from all personal liability for any damage accruing to persons or property as a result of an act or by reason of an act or omission in the discharge of official duties. Any suit instituted against an officer or employee because of an act or omission performed by that officer or employee in the lawful discharge of duties and under the provisions of this code shall be afforded all the protection provided by the city's insurance pool and immunities and defenses provided by other applicable state and federal laws and shall be defended by legal representative of the jurisdiction until the final termination of the proceedings. The building official or any subordinate shall not be liable for cost in any action, suit or proceeding that is instituted in pursuance of the provisions of this code.

This code shall not be construed to relieve from or lessen the responsibility of any person owning, operating, or controlling any building or structure for any damages to persons or property caused by defects nor shall the code enforcement agency or the city be held as assuming any such liability by reason of the inspection authorized by this code or any permits or certificates issued under this code. This AMENDMENT has been added to coincide with the longstanding amendment in the IBC.

Section 104.1 Separated sentences to improve readability.

Section 104.9 Added design, method of construction and equipment to clarify items not prohibited by code. Changed wording from ‘at least’ to ‘not less than’ requirements prescribed in code.

Section 105.4.6 One set of construction documents shall be retained by the fire code official for a period of not less than 180 days from date of completion of the permitted work, or as required by state or local laws. One set of approved construction documents shall be returned to the applicant, and said set shall be kept on the site of the building or work at all times during which the work authorized thereby is in progress.
This AMENDMENT is added to coincide with the longstanding amendment in the International Building Code.

Section 105.6.4 Carbon dioxide systems was removed as a separate permit and placed into Table 105.6.8 as a required permit for compressed gases.

Section 105.6.8 Table 105.6.8 had the following types of gases added: Carbon dioxide used in carbon dioxide enrichment systems 875 lbs, Carbon dioxide used in insulated liquid carbon dioxide beverage dispensing applications 875 lbs.

Table 105.6.8 Carbon dioxide used in carbon dioxide enrichment systems 875 (100 lbs) 4375 (500 lbs.) Carbon dioxide used in insulated liquid carbon dioxide beverage dispensing applications 875 (100 lbs) 4375 (500 lbs.). The amount was increased to include regulation for large systems that can impact safety if a leak develops.

Section 105.6.15 clarification that replaced ‘accessible to’ with ‘ ready access from’.

Section 105.6.16, Subsection 2 To store, handle or use Class 1A liquids in excess of 5 30 gallons, Class 1B liquids in excess of 60 gallons, Class 1C liquids in excess of 90 gallons (19 L) in a building or in excess of 10 gallons (37.9 L) outside of a building, except that a permit is not required for the following…

The existing exemption limits were not practical for requiring a permit and have increased them accordingly. See Table 5003.1.1(1) – Page 353 (Hazardous Materials) Ryan E: regulated in flammable chapters.

Section 105.6.16, Subsection 3 To store, handle or use Class II or Class IIIA liquids in excess of 25 120 gallons (95 L) in a building or in excess of 60 120 gallons (227 L) outside a building, except for fuel oil used in connection with oil-burning equipment.

The existing exemption limits were not practical for requiring a permit. See Table 5003.1.1(1) – Page 353
(Hazardous Materials).

Section 105.6.16, Subsection 10 Added a reference to Section 5706.5.4 and to on-demand mobile fueling Section 5707.

Section 105.6.16, Subsection 11 Added a reference to Section 5706.5.4 and to on-demand mobile fueling Section 5707.

Section 105.6.22 Clarification that that a high pile storage are includes the aisles.

Section 105.6.23 Subsections 1, 5, and 6 are hereby deleted in their entirety. These areas are either unenforceable or were not felt to be necessary for requiring a permit.

Section 105.6.29 is hereby deleted in its entirety. Permitting requirements for this type of storage does not appear to be necessary.

Section 105.6.30 is hereby deleted in its entirety. Mobile food trucks are currently licensed by the Health Department. There are 66 current licenses issued by the health department. If an additional operational permit is required by the fire department there will be an impact to staff time, currently there is not extra capacity. Clay Dietrich inquired of who currently regulates mobile food trucks. Ryan Erickson stated that the Planning Department may be issuing permits for location purposes, and the Health Department inspects for health reasons.

Section 105.6.31 Motor fuel-dispensing facilities is hereby deleted in its entirety. Motor fuel dispensing facilities as noted in this section are licensed through the Auditor’s Office.

Section 105.6.34 An operational permit is required to use open flames or candles in connection with assembly areas, dining areas of restaurants or drinking establishments. For purposes of this provision, churches shall not be deemed to be assembly areas and shall not be required to obtain a permit to utilize candles in religious ceremonies. This exemption is for the church altar area only.

Section 105.6.36 is hereby deleted in its entirety. The City of Fargo is currently setting up an ordinance for special events. The permit will be through the City of Fargo. These events affect multiple departments, and it makes sense to have the permit include all those affected.

Section 105.6.38 is hereby deleted in its entirety. Plant extraction systems are used in processing marijuana. The state health department is currently charged with creating statewide rules regarding licensing and permitting of both grow and sale facilities. It is important to note that this simply deletes the permit requirement. Any facility would still have to comply with the fire code and would be subject to fire inspections.

Section 105.6.43 Repair garages and motor fuel-dispensing facilities. An operational permit is required for operation of repair garages. Motor fuel dispensing facilities as noted in this section are licensed through the Auditor’s Office.

Section 105.6.47 Temporary membrane structures and tents. An operational permit is required to operate an air-supported temporary membrane structure, a temporary special event structure, or a tent having an area in excess of 400 square feet (37m2) for the purposes of assembly. Tents are also regulated and permitted by the Inspection and Planning departments. The fire department will continue to regulate the higher risk tents where public assembly events occur.

Discussion ensued regarding the size of tents, conditional use permits, and assembly use. Ryan Erickson stated that the Fire Department regulates the heating of all tents, but wants to focus on larger tents.

Section 105.7.1 is hereby deleted in its entirety. This section is covered under other permitting guidelines.

Section 105.7.2 is hereby deleted in its entirety. This section is covered under other permitting guidelines.

Section 105.7.3 is hereby deleted in its entirety. This is a new permit and is covered under other permitting guidelines.

Section 105.7.4 is hereby deleted in its entirety. This section is adequately covered under the operational permit section of the code.

Section 105.7.7 is hereby deleted in its entirety. This section is covered under other permitting guidelines.

Section 105.7.8 is hereby deleted in its entirety. This section is covered under other permitting guidelines.

Access (to). New definition defining access to equipment. Based out of mechanical code.

Aerosol Container. Further defined aerosol container to include metal or plastic containers up to 33.8 fl oz or glass containers up to 4 fl oz.

Aerosol Cooking Spray Products. New definition defining cooking spray products. For example Pam.

Section 314.4 The term ‘gaseous fueled’ has replaced ‘gas fueled’. A new exception allows the battery to remain connected where approved by the fire code official.

Section 315.1 Includes reference to new sections for outdoor pallet storage with the exception for pallet manufacturing facilities.

Section 315.3.1 Two new exceptions were added to allow storage next to walls. Previously the city of Fargo had an amendment allowing this same condition. This AMENDMENT can now be discontinued.

Table 315.7.6(3) and Table 315.7.6(4) contain the separation distance between piles for wood and plastic pallets. Ryan Erickson noted that separation distances in the table are incorrect. He furthered that an amendment may need to be made, but that staff would like to see if the next edition has the correction listed.

Section 316.2.1 Wording change from ‘accessible’ to ‘can be reached’ by the fire department

Section 319 New section added that regulates mobile food preparation vehicles that produce smoke or grease laden vapors.

Section 319.3 Cooking equipment shall be provided with a commercial kitchen exhaust hood.

Section 319.8 LP-gas systems shall comply with chapter 61 and 319.8.1 through 319.8.2. 319.8.1 restricts maximum quantity to 200 lbs. 319.8.2 requires tank to be securely mounted. 319.8.3 requires the tank to comply with NFPA 58. 319.8.4 requires piping to be protected against damage and tampering. 319.8.5 requires a listed LP-gas alarm within the vehicle.

Section 319.9 CNG systems shall comply with 319.9.1 through 319.9.4. 319.9.1 and its subsections sets the maximum quantity at 1300 pounds. CNG containers shall be restrained against movement and protected from damage. CNG containers shall be an NGV-2 cylinder. 319.9.2 requires systems to comply with NFPA 52. 319.9.3 requires piping to be protected from damage and tampering. 319.9.4 requires a methane alarm be present in the vehicle.

Section 319.10 Maintenance shall occur according to 319.10.1 through 319.10.3. 319.10.1 requires kitchen hood exhaust systems to be cleaned and maintained in accordance with section 607.3. 319.10.2 requires fire protection systems to be maintained in accordance with section 901.6. 319.10.3 requires LPgas tanks and CNG tanks are inspected by approved agencies.

Section 403.1 Updated referenced section number to 403.11.5.

Section 403.3.4 Removed ‘Emergency evacuation drills shall be conducted not less than four times per year’ but included reference to Section 405.

The FMC contains ordinances to deal with parking that are used as guidelines for enforcement.

This section was included with the adoption of the 2012 IFC. Radio coverage is necessary for all public safety operations and would be required when required by the fire code official. Fargo Fire Department currently has policy for requiring radio coverage in large ‘target’ hazard buildings.

3. For purposes of this provision, churches shall not be deemed public buildings and may utilize natural or resin bearing cut trees in the altar area of the church. No electric lighting is allowed on the tree.
This longstanding amendment allows churches to have trees as decoration. The natural cut trees are required to comply with section 806. Clay Dietrich inquired if there is a time limit on how long the tree(s) are allowed indoors. Ryan Erickson stated that Section 806 states that trees must be watered and removed if drying out.

Section 1009.8.1 Two-way communication systems shall provide communication between each required location and the fire command center or a central control point location approved by the fire department. Where the central control point is not constantly attended, a two-way communication system shall have a timed automatic telephone dial-out capability to a monitoring location or 9-1-1. The two-way communication system shall include both audible and visible signals.

This amendment removes the possibility of having a system directly dial dispatch. Fire alarm codes restrict dialers from calling directly to dispatch centers in order to ensure the reliability of the center. This amendment will treat two-way communication systems similarly.

The emergency disconnect switch for exterior fuel dispensers shall be provided with ready access and shall be located within 100 feet (30 480 mm) of, but not less than 20 feet (6096 mm) from, the fuel dispensers. For interior fuel-dispensing operations, the emergency disconnect switch shall be provided with ready access and be installed at an approved location. Such devices shall be distinctly labeled as: EMERGENCY FUEL SHUTOFF. Signs shall be provided in approved locations.

Section 2303.2.1 The height of the emergency disconnect switch shall be not less than 42 inches (1067mm) and not more than 48 inches (1372 mm) measured vertically, from the floor level to the activating button.
